| dc.description.abstract | 有鑑於現今社會服務契約委託出現的爭議，本研究試圖以風險與風險管理的角度出發，並以風險移轉的概念探討政府與受託非營利組織之間的互動，期待能透過風險管理的方式，在契約委託的服務還未執行之前，便先針對可能出現的風險或危機進行區辨與處置，而非僅僅在績效評鑑階段時才對已發生的不當後果進行損害控制。
文獻檢閱的結果顯示，社會服務契約委託剛剛開始運用風險管理的思維進行契約管理，而既有研究所探討的風險與風險移轉仍僅僅針對狹隘的財務風險，對於風險移轉的歷程或是風險的類型樣貌皆仍未有清晰的描繪，有鑑於此，本研究以台北縣市居家照顧服務契約委託為例，透過深度訪談與契約文件分析的方式，試圖勾勒出社會服務契約委託所面臨的風險與風險移轉的樣態，並據以提出風險管理的建議。 研究結果指出居家照顧服務契約委託的風險主要出現在服務執行階段，而風險的主要承擔者為受託非營利組織，風險的類型則包括各種財務風險、服務輸送風險與人力資本風險等，然而不論政府或受託非營利組織對於風險仍未有積極處置的措施方法，因此在政府與非營利組織交相移轉風險的過程中，可能是弱勢案主或照顧服務員承擔起最後的惡果。本研究建議應透過風險管理的技巧，有效地區辨出嚴重或發生率高的風險，並建立正式的風險溝通管道，邀集政府、受託非營利組織、案主與照顧服員等利益關係人，針對風險進行資訊交換，以促成風險的合理分攤或是以合理的手段進行各種風險處置。 | zh_TW |
