天母空間符號的爭戰：都市變遷、尋租者與地方社群的想像競構

Abstract

都市的角色與機能在全球化的相關討論中日益受到重視與彰顯，另一方面，都市與都市彼此間的競合關係，經常隨著全球化的脈動更形錯綜複雜，相對意味在都市的發展策略中沒有既定不變的法則可尋，而都市每一階段的空間再結構歷程，不僅映照出宏觀尺度的政經變遷，更是各行動者之間合作與角力的具體實踐。放在臺灣的歷史脈絡來看臺北市的空間結構歷程，除了統治政權的更迭、產業轉型的影響等結構性政經條件需加以考量外，日益開放、多元的社會組成與文化氛圍，亦使政權治理的合法性備受挑戰與檢驗。是故，本研究以臺北市的天母地區作為經驗研究之對象，說明都市政策、資本利益與地方社群三者如何援引不同的詮釋內容以競逐空間使用權的正當性，以及過程所產生的權力緊張與衝突，凸顯當代都市空間結構的形式與變遷是多重作用者媒合不同尺度資源進行持續競合的場域。

It is an emerging issue that the role and the function of urban inferred in globalization discussion; on the other hand, competitive-cooperated relationships between cities may changed by variable context. We do understand that there’s no regular rule to trace with in urban development strategy, and it is not only reflected macro political-economy alterations, but also the practical cooperation and struggle between actors in each of the processes of the urban space reconstruction. From whole Taiwan history context to see the processes of space reconstruction of Taipei city, the opened, multiplied society composition and cultural atmosphere may challenge and investigate the legitimacy of governance. According to the above, I intend to study in the case of Tianmu, and try to understand how urban polices, capital interests, and local communities which can quote from different interpretation of space to justify the legitimacies. Also try to catch the pictures of the tension conflictions from the process, then highlight the constructive forms and the changes of modern urban space is the arena with multiple actors are contesting against each other.
