| dc.description.abstract | 本文主要研究外來移民對我國家安全之影響，其中將外來移民對我國國家安全之影響分成三個層面去分析，此三個層面為社會安全層面、衛生安全與政治安全。由這三個層面去證明外來移民對我國國家安全的確有深刻及重大之影響，然後再從國家為了維護國家安全之整體的利益的所有安全防衛機制中挑選對大陸人民來台實施之面談機制來探討研析此機制是否能對國家安全是否有發揮功效。
本文以文獻探討方式去對社會安全層面、衛生安全與政治安全主題作深入探討，並得出外來移民的確對我國國家安全的確有深刻及重大之影響，並以對大陸人民來台所實施之面談機制作分析，在本文中針對面談機制分從面談機制的緣起、法理依據、實務運作暨成效分析等層面做深度分析。 研究發現現今我國對於外來移民雖有諸多基於國家安全理念，而實施諸多防衛機制，但是仍有諸多缺失，本文在結論部分提出若干建議重點，其重點擺在如何更精進作法，使國家安全防衛能在兼顧人權等比例原則下，相關作法更為圓滿為主。 | zh_TW |
