| dc.description.abstract | IT 治理在公司中扮演起非常重要的關鍵角色。從Weill and Ross研究[2]顯示,有效的IT 治理是一個組織確保從IT所產生的價值的非常重要的指標。頂尖企業透過實現有效的IT 治理來支持他們的策略執行,比IT 治理成效不彰的企業還要成功。有平均超過20%的更高的利潤之差異。
本文先描述IT 治理的理論研究現狀,從定義的整理與比較,分析各家定義上的差異與共同點,期望藉由定義的角度,整理出IT 治理的涵義與可執行的方向。並且分辨IT 治理與IT管理之差異性,避免因觀念的混淆,而在實踐的規劃與過程中,著力點的不同,致使IT 治理真正的義涵失焦,使得企業的策略無法調準、使IT 價值的貢獻降低、風險無法控制。 本文分析指出,企業要從真正IT 治理獲取效益,IT 相關決策是否夠好的是主要的因素,而所謂夠好,是能夠符合企業公司的業務策略與方向來衡量 IT所投資的回饋是否有績效。而誰來決策的權責,對策略的調準、下對的決策、及監督有絕對的關係。 IT 治理與其他治理主體一樣,是管理執行人員和利益相關者的責任(以董事會為代表),如何讓他們高度的參與並把IT 治理當成他們的責任,是一項未來可以加強研究的課題。也是IT 治理的主要意義。 | zh_TW |
