從電影《不能沒有你》談民怨政治

Abstract

自2008年9月雷曼兄弟銀行倒閉，為金融海嘯拉開序幕以來，全球遭受一連串的不景氣影響，台灣各級產業面對險峻挑戰，百業蕭條，導致失業率飆高，造成民怨四起，政府啟動一系列拯救失業方案，試圖降低金融風暴在社會安全網的傷害。 而2009年以描寫低收入戶和官僚文化的電影「不能沒有你」榮獲第四十六屆金馬獎「最佳劇情片」、「最佳導演」、「最佳原著劇本」、「年度台灣傑出電影」等四項大獎以及會外觀眾票選最佳影片獎等多項大獎。自此之後，「不能沒有你」便成為多方關注、並且不斷擴散的議題。 政府單位立刻針對有關公務機關以及民怨題材的電影，開始了一系列的媒體運作，呼應了行政院院長吳敦義「輿情控管」、「庶民經濟」、「改善庶民生活行動方案」的施政方向，因此隨著當下的社會氛圍，政府的行政施為，逐漸導向了以民意為依歸的「民怨政治」，因此，結合了媒體議題、民意調查，我們試著發現「民怨政治」在金融風暴後所呈現的幾項特徵。

The fact of the bankruptcy of Lehman Brothers in September 2008 paved the way for the financial crisis, the world has been since then subject to a series of economic downturns. All major industries in Taiwan have been facing stiff challenges and suffering from the economic slump. The skyrocketing unemployment rate has resulted in public discontent, causing the government to launch a series of measures against unemployment in an attempt to reduce the harm caused by the financial turmoil and to go back to the social safety net. In the wake of the financial crisis, the 2009 movie 'No Puedo Vivir Sin Ti', illustrating the life of low-income households and bureaucratic culture, took several prizes at the 46th Golden Horse Awards, including the categories “Best Picture”, “Best Director”, “Best Original Screenplay”, “Outstanding Taiwanese Film of the Year” and “Audience Choice for Best Film”. Since then, 'No Puedo Vivir Sin Ti' has become the center of public attention and continues to raise the awareness of the people of the general issues. Government officers immediately started launching media campaigns against public dissatisfaction depicted by the movie toward public institutions, responding to Premier Wu Den-yih’s calls for the 'management of public sentiments', 'economy of the general population' and an 'action plan to improve the life of the general population'. The social climate caused the government to gradually adjust its policy toward public opinion in what may be described as the effect of the 'grievance politics'. This thesis attempts to explore some of the prominent features of “grievance politics” after the financial crisis by incorporating both media issues and public opinion surveys.
