摘要: | 本研究首先探討傳統車輛保險模式的發展脈絡與現況,而後針對傳統車險價 值活動循環上各個階段,讓消費者包括車主與車輛駕駛人感到不滿意有待改良的 部分進行深入研究,歸納總結出現有車輛保險模式的整體缺陷:台灣傳統車輛事 故風險評估因子無法真實且完整的反映車輛事故風險,而事故風險評估不夠精確 的情況造成傳統車險保費計價機制不夠公平,最終影響到消費者投保車輛保險的 意願。
為了解決上述的問題,本研究提出以「從操駕因素」,「從環境因素」以及「從 車況安全因素」為操駕事故風險評估基礎的新型態(Pay as How, Where & When, What You Drive, PH3WD)車聯網車輛保險模式,透過精準的操駕事故風險分析 機制來訂定公平且能依照投保人需求進行部分客製化的車輛保險模式。為了達成 新型態 PH3WD 車聯網車險模式架構,本研究提出以三大資訊科技:車載診斷系 統(On Board Diagnostic, OBD),車輛遠程通訊系統(Vehicle Telematics System, VTS)與車載多媒體顯示系統(Car Multimedai Display, CMD)為基礎,配合車 輛資訊雲端中心(Car Information Cloud Center, CICC)結合成車聯網生態體系, 藉以能夠實現 PH3WD 車聯網車險模式。 透過價值創造循環(Value Creation Cycle, VCC),本研究提出了如何為 PH3WD 車聯網車險模式如何為車輛服務體系中所有的利害關係人來帶正向價 值,創造投保人(車主),承保人(保險公司)與第三方車輛相關服務單位三贏 局面,讓各方均有動機與意願致力於推行新型態 PAH3WD 車聯網車險模式,解 決傳統車險操駕事故風險評估不精準的問題,導正車輛保險公平與互助性之外, 亦能有舒緩交通壅塞,降低交通事故發生的機率與嚴重性的益處。 This study investigates the development of the traditional car insurance model in Taiwan and then focus on the value chain of the car insurance business to figure out the problems that should be solved. Overall speaking, the traditional risk assessment factors of car insurance can’t accurately reflect the real vehicle accident risks and then cause the unfair problem of the car insurance billing mechanism. Consequently, more and more car owners who are overcharged will reject to insure their car. For solving the problems of the existing car insurance model, this study formulates the new model using the “driving behavior risk factor”, “driving environmental risk factor” and “vehicle safety condition risk factor” to assess the potential risk of vehicle accident. Based on these three risk factors, this study builds a “Pay as How, Where & When, What You Drive, PH3WD” car insurance model which not only assess the vehicle accident risk more accurately but also enhance the fairness of billing mechanism and enable the car insurance company to launch more customized car insurance policies to meet the requirements of the customers. In order to build the PH3WD car insurance model, we need to combine three major connected vehicle technologies including “on board diagnostic”, “vehicle telematics system”, and “car multimedia display” with the “car information cloud center” to develop the connected vehicle transportation eco-system. Based on the framework of “value creation cycle, VCC”, this study investigates how the PH3WD car insurance model creates value for all the stakeholders in the vehicle transportation system to build a win–win situation for policy – holders (car owners), insurance carriers (car insurance companies), and other vehicle service providers. By building the win–win situation, these stakeholders will be willing to promote and be involved into the PH3WD cat insurance model. As a result, the PH3WD model can gradually solve the problems of conventional car insurance model including risk assessment and billing mechanism. Additionally, the development of PH3WD model will bring other benefits including easing traffic congestion problems and gradually reducing the vehicle accidents for the whole transportation system. |
