dc.description.abstract | 近年來,世界各國積極投入開放政府資料之行動,使其相關資料可開放予民間使用。隨著開放政府資料的蓬勃發展,臺北市政府開放住宅、自行車與汽車三項竊盜點位資料集,期盼經由資料的開放促成政府透明,並增加民眾對犯罪情況的認識與了解。然而,此種資料的開放因包含逐筆犯罪案件的發生時間與地點資料,故仍可能帶來相關的效益與風險爭議。
可惜的是,在既有研究中,鮮有針對犯罪點位資料進行民眾感知與使用意向之評估研究。鑒於相關研究的缺乏,本研究透過文獻資料爬梳開放政府資料的意涵與價值,並比較國際間不同城市犯罪點位資料的開放緣由、開放方法與策略。另外,研究亦透過線上問卷的設計,測量民眾對臺北市開放竊盜點位資料的相關感知。經由科技接受模型的修正提出,本研究問卷共蒐集482份有效樣本,研究結果發現有用性感知、易用性感知、風險感知,以及效益感知皆會對民眾住宅竊盜點位資料集之行為意向產生顯著影響。除此之外,問卷調查結果亦顯示民眾對資料開放方法的偏好,以及對整體竊盜點位資料開放之期待與建議,可供政府機關做為未來施政參考。綜合研究發現,本研究建議應審慎評估並設計竊盜點位資料合理的開放方法與其相應的配套措施,以及檢視此些資料集的開放是否確實能經由易用性的設計幫助民眾以更便捷的方式,滿足其資料使用之需求,並達成開放政府資料促成效益並降低可能風險之目標。 | zh_TW |
