選票集中程度對縣議員代議行為的影響

Abstract

從票匭分析中發現議員選票分佈呈現兩種型態，一部分的議員得票平均分散於選區中的各行政區，另一部分的議員得票則集中於選區內的特定行政區，因此，本文想要探究議員得票集散程度是否會影響議員的提案與質詢行為。 首先，從統計分析中發現，當議員得票越集中於選區中特定行政區，則議員於質詢時將會較關注該行政區的事務而較少關注選區內非選票集中的行政區。此外，若該次選舉中的參選人數越多導致競爭程度提高，則議員於往後質詢會較將關注的焦點置於選區內得票較多的行政區。 再者，本文發現在地認同（在地人支持在地人），深深影響選民的投票行為，此情況的好處是地方選民可以直接找在地議員尋求服務，對議員而言，也可以知道自己的選民在哪裡並深入經營。 最後，雖然每個議員都有選票集中於特定行政區的情形，然而就村里層次而言，傳統國民黨議員與無黨籍議員的選票會往往會集中於行政區內的特定幾個村里，而民進黨或其他小黨議員的選票分布則分散於特定行政區域的各個村里。

Analysis from the voting result indicates two patterns for councilor election. In the first type, the votes are evenly distributed in each of the administrative regions. In the second type, votes are concentrated on specific administrative regions. Therefore, this paper wants to explore whether vote distribution will affect the behavior of the councilors when they propose and interrogate. First, from the statistical analysis we found that when the votes are more concentrated on specific administrative constituencies, the councilor would be more concerned about those administrative regions and less for the other who did not vote for the councilor. In addition, if there are many candidates in the election and the level of competition is intense, the councilor will focus more on the administrative regions in which he received more votes. Furthermore, we find that local identification (in support local people), deeply influenced voting behaviors. The benefit is that voters can find local councilor and seek services directly. The councilor can also understand where the people are and can provide better service. Finally, although all councilors have concentrated voting on specific administrative regions, on the village level, the votes for traditional KMT councilors and non-party councilors are often concentrated in a few specific areas of the village, while the votes for DPP and other small parties are often scattered in various administrative regions.
