中共五代領導人對臺政策的調適：戰爭與和平(1949-2016)

Abstract

本論文將以歷史綜觀研究分析中共五代領導人「戰爭」與「和平」觀與對臺政策間相互影響所導致的間斷調適，敘述上，筆者將毛澤東、鄧小平、江澤民、胡錦濤、習近平五代中共領導人的「戰爭」與「和平」思維透過國外和國內兩種變項進行闡述，來展現國內外環境對於中共領導人對臺政策上與「戰爭」、「和平」思維的關鍵影響，企圖經由判讀領導人重要談話資料和文獻資料等，來對於中共五代領導的「戰爭」和「和平」思維在對臺政策上的重要關鍵點進行分析。 研究發現國內外環境對於中共領導人對臺政策與「戰爭」、「和平」思維主要由四個面向主導，分別為「國際秩序格局轉變」、「全球化衝擊下的和平發展戰略」、「臺灣內部質變的對臺政策意涵調整」與「對臺政策訴諸對象的層次演進」並將其整理入四個象限、九個關鍵點之上，嘗試繪製出戰略棋盤圖，並考慮中共對臺政策的一致性與連續性，套用「漸進式模式」的架構，推導出戰略棋盤圖變形。 戰略棋盤圖以「戰爭」與「和平」作為X軸，「國際」與「對臺」作為Y軸，分成「和平-國際」、「戰爭-國際」、「和平-對臺」、「戰爭-對臺」四個象限，「和平-國際」象限上的關鍵點為「和平與發展」、「反和平演變」、「中國和平崛起」；「戰爭-國際」象限上的關鍵點為「意識形態對抗」、「國家利益」、「國家安全」；「和平-對臺」象限上的關鍵點為「黨對黨」、「寄希望於臺灣人民」、「中華民族復興」；「戰爭-對臺」象限上的關鍵點為「一中原則」、「反對『兩個中國』」、「反對『兩個中國』、『一中一臺』、『臺灣獨立』」。 最後做出三點結論，第一、在研究中共對臺政策的調適與各代領導人的「戰爭」與「和平」思維框架是否相互影響上，必須關注時間推展中的動態變化，否則容易忽略國內外因素的關鍵作用。第二、中共領導人「戰爭」與「和平」思維，主要受到國際秩序與國際格局之影響，而對臺政策則會因臺灣內部的情勢而在大原則上進行調整，但兩者亦會交叉作用。第三、嘗試繪製中共領導人「戰爭」與「和平」思維結合對臺政策的戰略棋盤圖，以供後續研究參考。

In this article, historical approaches will be utilized to analyze the “war and peace” viewpoints of the five leaders of Chinese Communist Party (CCP). It also explains the transition and adaption of China’s Policy of five Leaders on Taiwan between 1949 and 2016. Further, domestic and foreign variables are utilized to describe Mao Zedong, Deng Xiaoping, Jiang Zemin, Hu Jintao and Xi Jinping’s “war and peace” viewpoints. In addition, by gathering and collecting important speech information and documentations of the leaders, this article will analyze key point of China’s policy on Taiwan.

The study find that there are four factors effecting the changes between China’s policy on Taiwan and “war and peace” viewpoints of the leaders. They are “International Order” 、 “Impact of Globalization” 、 “Implication’s Change of China’s Policy on Taiwan” and“Level’s Change of China’s Policy on Taiwan” .In the end, a strategic quadrant was being drawn to show the “war and peace” viewpoints of the leaders.

Finally, three conclusions are being made. First, in order to make the research upon the transition and adaption of China’s Policy of the leaders on Taiwan, we need to pay attention to the dynamic change throughout time. Second, “war and peace” viewpoints of five leaders of the CCP mainly be affected by the international situation and international order. And the China’s policy of five leaders on Taiwan mainly be affected by the situation in Taiwan. Last, in order to provide reference for future researches, efforts are being made to draw a quadrant chart to conclude interaction between China’s policy on Taiwan and “war and peace” viewpoints of the leaders.
