摘要: | 本研究以探討台海兩岸城市交流為旨趣,並聚焦於2015至2019年舉行的臺北、上海之間一年一次舉行的雙城論壇。 本文首先透過文獻探討,剖析2015年續辦雙城論壇的關鍵因素;其次綜覽兩岸城市交流面臨的國際、國內環境,再則分析雙城論壇的緣起、執行過程、實質內涵、並蒐集論壇前後相關輿情、整理論壇涉及的相關法規及制度,針對雙城論壇的規劃、籌辦過程、性質與動向作一客觀明確的闡述。 藉由分析雙城論壇的特色、意義及制約,進行客觀的評估,提出其影響及展望,推敲臺北、上海兩個城市未來可持續推動合作的領域,以有助於市民兩岸經商、就業、就學等交流往來。 本研究發現:一、兩岸城市交流以政治互信為前提。二、國際、國內、兩岸各級政府的關係互相連動。三、雙城論壇為低政治層次的市政交流。四、國內政治、經濟、社會、法制的需求及變化,造成兩岸以城市為主體進行交流。國際情勢、國內環境、互信等因素,造成兩岸關係、城市交流、雙城論壇不確定性的變化。在國際、兩岸、國內因素中,以國內因素對雙城交流的影響最大。五、雙城論壇從傳統的合作模式升化到雙贏合作模式。六、雙城論壇的未來朝向跨界及新興領域的交流互動發展。 最後提出研究建議如下:一、以城際互動和交流舒緩兩岸意識型態對立格局。二、強化中央與地方良性互動。三、提升地方政府兩岸交流的能量。四、促成台北市以外臺灣其他縣市與上海以外其他大陸城市專業型合作途徑。五、建構兩岸民間力量為主的對接機制與協商平臺。六、雙城宜拓展合作領域,處理城市差異。 This study explores cross-strait city exchanges, focusing on the Taipei-Shanghai City Forum from 2015-2019, which was held annually. First, this study analyzes the key factors of continuing the Taipei-Shanghai City Forum in 2015 through a literature review; secondly, this study summarizes the international and domestic environments that the cross-strait city exchanges are facing, analyzes the origins, the negotiation process, and the content of the Forum, as well as collects relevant public opinion, organizes the relevant regulations and systems involved in the Forum, and provides an objective and clear exposition of the planning, evolution, nature, and momentum of the Forum. By analyzing the features, significance, and restrictions of the Forum, the researcher conducted objective assessment, and presented the impact and prospects of the Forum, as well as sustainable cooperation between Taipei and Shanghai in the future, so as to facilitate cross-strait exchanges in business, employment and education. The findings show that: (1) Cross-strait city exchanges are based on political mutual trust. (2) International, domestic, and cross-strait central and local government relations are interconnected. (3) Taipei-Shanghai City Forum is a low political level municipal exchange. (4) Domestic political, economic, social, and legal demands and changes have led to cross-strait exchanges with cities as the main subjects. The international situation, domestic environment, and mutual trust have resulted in uncertain changes in cross-strait relations, city exchanges, and the Forum. Among the changes in international, cross-strait, and domestic factors, domestic factors have had the greatest impact on cross-strait exchanges. (5) The Forum has evolved from a traditional cooperation model to a win-win cooperation model. (6) The future of Taipei-Shanghai City Forum is moving towards cross-border and emerging areas of exchange and interaction. Finally, the following policy recommendations were made: (1) Ease the ideological confrontation between the Taiwan Strait with intercity interaction and exchanges. (2) Strengthen the positive interaction between the central and local governments. (3) Optimize the cross-strait exchange energy of local governments. (4) Promote professional cooperation channels between other counties and cities in Taiwan except Taipei and other cities in China except Shanghai. (5) Build cross-strait contact point and consultation platform that operate mainly with nongovernmental power. (6) Expand cooperation areas and deal with city differences between Taipei and Shanghai. |
