| dc.description.abstract | 臺北縣於2009年單獨升格成為直轄市，其後命名為新北市，新北市升格相較於臺灣其他各都的合併升格而言，是獨立升格，而在這獨立升格的變數之下，新北市議員的選舉方式，仍採行「單記非讓渡投票制」。在SNTV之下，是否有因升格新北市議員選舉之政黨提名、競選策略、或是選舉結果會有所不同？而又在SNTV之下，對新北市議員選舉政治生態之影響。本文認為，至少包括兩部分。 一是臺北縣單獨升格，其在制度上的改變，帶給行政部門及地方選舉甚至於人民，都有相當程度的衝擊，而本研究的目的就在於探究單獨升格為直轄市，對於地方民主選舉的影響到底為何，是否更加彰顯複數選區「單記非讓渡投票制」之優缺點。 二是現有鄉、鎮、市長及鄉、鎮、市民代表之競逐，改制後新北市29鄉、鎮、市改設為29區，區長為官派，鄉、鎮、市民代表則裁撤。臺北縣升格為新北市，行政權上新北市政府得到了更多的管理權，然而，基層民意代表參選舞台變少，面臨參政空間遭壓縮，選舉後基層民意，會不會造成參選爆炸？區長官派的優缺點為何？而地方派系是否會因為廢除鄉鎮市而造成地方政治生態有所改變？ 本論文所要展現的即是，新北市升格議題中，升格帶來的優點，及升格帶來的缺點，尤其是對選舉實務之影響，筆者身為基層民意代表，得以藉由升格前後選舉之歷史變化，深入整理探討升格對市議員選舉帶來之影響，並欲針對升格前曾擔任鄉鎮市長、鄉鎮市民代表、或縣議員背景之新北市議員，逐一分析對於市議員選舉之影響。 | zh_TW |
| dc.description.abstract | Taipei County was separately upgraded to become a municipality in 2009, later named New Taipei City. The promotion of New Taipei City is an independent promotion compared to the merger and promotion of other cities in Taiwan. Under this independent promotion, the election of New Taipei City councillors still adopts the 'single non-transferable voting system.' Under SNTV, are there any differences in party nomination, campaign strategy, or election results due to the promotion of the New Taipei City Councillor election? And under the SNTV, the influence on the political ecology of the New Taipei City Councillor election. This article believes that it includes at least two parts. First, Taipei County was upgraded separately. The changes in the system have had a considerable impact on the administrative departments, local elections and even the people. The purpose of this research is to explore how the individual upgrade to a municipality will affect local democratic elections. What is the impact? Does it further demonstrate the advantages and disadvantages of the 'single non-transferable voting system' in plural constituencies. The second is that there are fewer grassroots public opinion representatives participating in elections, and the space for participation in politics is compressed. Will grassroots public opinion after the election cause an explosion in the election? What are the advantages and disadvantages of the district governor faction? And will local factions change the local political ecology because of the abolition of towns and cities? What this paper wants to show is the advantages and disadvantages brought about by the promotion of New Taipei City, as well as the impact of the promotion on the election of city councillors, and it is intended to target the New Taipei City councillors who served as township mayors, township representatives, or county councilors before the promotion.
