電度表委託檢定業務決策、履約及成效之研究

Abstract

現代生活離不開電力的使用，電度表是用來作為計算電量與據以計算交易金額之度量衡器具，由於電費衝擊物價消長，政府基於維護交易公平的公正角色，有必要確保此等度量衡器具的準確性，目前我國電度表係採委外方式辦理檢定業務。 本研究目的以理性選擇途徑探討政府如何選擇電度表委外受託檢定機構，探討各項可能影響政府將業務委外的考量因素，再進一步檢視合約審查及合約管理績效等相關重要議題，有系統地檢討現行電度表委外辦理檢定業務之決策、履約及其成效。 首先，本研究透過蒐集與業務委託及合約管理相關之國內、外學者研究資料與理論，以及我國法規制度與過去委外檢定資料，採取文獻回顧法加以分類整理，作為本研究探討之理論基礎。 接著，運用次級資料與深度訪談方式，瞭解電度表委外檢定案之業務委託內容與運作情形，並依據 Amirkhanyan, Kim, Kristina, Lambright（2007）、 Kaifeng Yang, Jun Yi Hsieh, Tzung Shiun Li（2009）及陳重光（2011）的理論，以多階研究架構因素進行經濟性因素、政治性因素、組織性因素與制度性四大委外決策因素分析，最後，以政府、受託者、政府與受託者關係、市場情勢及政治環境因素探討合約監督與受託者績效。 最後，本研究提出彈性運用檢定方式，改善現行制度產生之問題，並檢討檢定工本費成本，推動檢定工本費合理化之建議，提供業務可行之改善方向。

Electricity and modern life are inseparable. An electricity meter is used to measure and record electricity used. In order to ensure fair trading transactions and the accuracy of electricity meters, two domestic qualified organizations are entrused to perform verification of electricity meters by the government. This study aims to explore using the rational choice approach to choose outsourcing electricity meter contractors, explore various factors that may affect the outsourcing, view the important issues of contract review and contract management performance. Systematically this study reviews existed electricity meter verification outsourcing decisions, performance and effectiveness. First, this study takes literature review to sort out related data and theory, next, by means of secondary data analysis and in-depth interviews to understand the operation of commissioned verification. According to Amirkhanyan, Kim, Kristina, Lambright (2007) multi-stage theoretical framework, this study tries to analyze how the economic factors, political factors, organizational factors and institutional factors affect outsourcing decision, and how the government, contractor, government-contractor relationship, the market condiction and the political environment factors affect contract monitoring and performance. Finally, this study proposes flexibility in the use of different verification mode to improve the problems arised from the current mode, and rationalization of fee structure is recommended to provide a viable solution to improve commissioned verification of electricity meters.
