摘要: | 台灣對於公路客運轉運中心的建置發展已有初步成果,其中最大規模的臺北轉運站係以公私合夥方式建設完成,自2009年8月19日開始啟用,其服務水準及運作績效是各界關注之課題。本研究主要目的係基於轉運站營運特性,建立適合臺北轉運站服務水準的評估方法。研究中首先選擇合適之評估指標,其次透過對臺北轉運站實際運作之特性進行調查,確認服務水準與容量之各項可能影響因素,並應用模擬方法設計各種情境以量化客運延滯時間與服務流量之關係,進而推估臺北轉運站之容量,作為訂定服務水準等級之依據。模擬分析顯示台北轉運站合理容量為300輛/小時,而就維護合理服務品質與營運效率而言,應將進場車流量控制在280輛/小時。本研究成果不僅可以作為臺北轉運站對於班次調度與評估服務績效之依據,並提供後續大型公路客運場站規劃設計及研訂相關服務準則之參考。 The development of bus transfer terminal has a preliminary achievement in Taiwan. The biggest one - Taipei Bus Station has been launched for commercial operation based on public private partnership approach since August 2009 while its level of service (LOS) and operation performance are still the main concerns by both public authority and passengers. This research aims to develop an appropriate evaluate method for level of service of Taipei Bus Station based on characteristics of bus operation in the terminal. This research first selects potential indicators for assessment of LOS. Then, this research conducts an intensive field investigation on Taipei Bus Station and its surrounding environments to identify and confirm the factors which affect LOS and capacity of the termnal. Finally, this study proposes a LOS classification by applying simulation approach in which various scenarios are analyzed to quantify the relationship between bus delay and service volumes. Then, the upper limit of the terminal capacity can also be estimated based on the simulation results. It is found that the service capacity is 300 vehicles/hour for Taipei Bus Station. It is suggested bus flow should be limited within 280 VPH for maintaining good service quality and operation efficiency. It is expected that the results obtained can be used for assessment of LOS in bus terminal and those improvement startegies for Taipei Bus Station. The results can also be considered as the reference for planning and design of bus transfer terminal and for development a LOS guideline in the future. |
