摘要: 臺灣本土鋼構製造商──世紀鋼鐵結構股份有限公司(Century Iron and Steel Industrial Co., Ltd)創立於1987年,以高樓、廠房、商辦、公共建設等大型鋼構工程為主要業務核心,逐步發展成為全臺前五大鋼構廠。面對傳統鋼構產業競爭日漸激烈、壓縮利潤空間,世紀鋼為開創嶄新營運動能、降低經營風險,遂積極響應政府政策契機,跨境布局緬甸市場,並以積累多年之鋼構本業專業技術與資源,投入離岸風力發電產業,專注於大量用鋼之水下基礎鋼構產品生產製造,歷經逾十年耕耘,現已站穩腳步,轉型為臺灣離岸風電產業鏈中最具代表性的關鍵指標廠商。

本研究採個案分析法,除了爬梳世紀鋼發展歷程、歷年經營表現、企業資源與能力,也透過產業分析理解傳統鋼構產業與離岸風電產業之產業環境概況與未來潛力,同時,運用產業五力分析架構探討影響傳統鋼構產業與離岸風電產業競爭態勢的各項作用力,以識別產業關鍵指標、評估整體產業吸引力,並透過競爭者分析探究世紀鋼與同業競爭對位關係,經 BCG 矩陣界定出其產業地位與事業組合,繼而梳理世紀鋼之成長策略與個別事業競爭策略,以及由傳統鋼構製造業轉型投入離岸風電產業之策略布局轉折,以理解世紀鋼如何形塑競爭優勢、建立領先地位。

有鑑於全球淨零趨勢與能源轉型仍是現在進行式,本研究根據分析探討結果向世紀鋼提出三項策略建議,包含:第一,擴大產能與供應鏈協作、部署發展浮動式風機水下基礎;第二,積極探索海外市場發展機會、延展出口量能;第三,邁向智慧製造,持續深化核心鋼構專業優勢,秉持核心專業與產業先行者優勢不斷精進與突破,為企業挹注經營活水,邁向更寬廣的世界舞臺,也帶動臺灣傳統製造業供應鏈轉型升級,在世界綠能趨勢中占據關鍵戰略地位。
Century Iron and Steel Industrial Co., Ltd. (English abbreviation: CIAS), established in 1987, is one of Taiwan’s foremost iron and steel structure manufacturers. Originally specializing in large-scale construction projects—such as high-rise buildings, factories, commercial complexes, and public infrastructure—the company gradually secured its position among the top five in the domestic steel structure industry. In recent years, faced with intensifying competition and declining profit margins in the traditional sector, CIAS has actively sought new avenues for sustainable growth. Leveraging its extensive technical expertise and production capabilities, the company responded to Taiwan’s energy transition policy by expanding into the Myanmar market and strategically diversifying into the offshore wind industry. Focusing on the fabrication of subsea foundations for offshore wind turbines, CIAS has, over the span of more than a decade, successfully repositioned itself as a key player in the green energy supply chain and a critical contributor to Taiwan’s offshore wind infrastructure.

This study adopts a qualitative case study approach to analyze CIAS’s strategic transformation and competitive positioning. Through a comprehensive review of the company’s development trajectory, operational performance, and resource base, the research investigates how internal capabilities align with evolving industry trends. The analysis integrates industry environment assessments for both the traditional steel structure and offshore wind sectors, identifying key success factors and market dynamics. Porter’s Five Forces framework is employed to evaluate competitive pressures, while competitor analysis and the BCG matrix are used to define CIAS’s strategic position and business portfolio. Furthermore, the study dissects CIAS’s corporate and business-level strategies to uncover how the firm has navigated industrial transformation and leveraged its core competencies to build a competitive advantage.

Based on the findings, the study proposes three strategic recommendations: (1) expanding production capacity and enhancing supply chain collaboration, including investment in floating wind turbine foundation technologies; (2) actively pursuing international market opportunities to extend export capacity; and (3) accelerating smart manufacturing initiatives to deepen its core technical edge. In light of global net-zero targets and the continued momentum of energy transition, CIAS’s case exemplifies how a traditional manufacturer can reposition itself at the forefront of industrial innovation and play a pivotal role in reshaping Taiwan’s green energy supply chain.
