摘要: 本文透過渴望園區空污事件的行動者網絡與風險溝通，探討渴望園區第三期的居民在面對空氣異味時，是如何面對與解決空污的問題，以及透過行動者網絡與風險溝通所產生的合作模式，藉由依循此模式的概念，在當前台灣的環境爭議中，是否能作為解決環境問題的另一種新途徑?並在空污事件中的發展脈絡裡，除了以行動者網絡的觀點作為分析事件的過程外，本文更整合風險溝通的角度，來探討在此事件中，每一時期的發展脈絡其所帶有的風險特質與問題為何，以及過程中各行動者之間的衝突與合作又是如何轉折，因此本文除了著重在各行動者間的轉譯過程外，更聚焦於此行動者群體間的風險溝通，並且在事件結束之後，討論未來將可能產生的風險衝突。; Through the actor network and risk communication of the Aspire-Park air pollution event, to discuss the third phase of the residents who are in the face of the air smells, and how do they confront and solve the problem of air pollution? As well as through this cooperation model of actor network and risk communication, and the concept followed by this model whether as an another new way of the solution to the  current environmental problems of Taiwan? This research analyzes air pollution event in the context of Aspire-Park, not only stresses the Actor -Network Theory’s angle of the course of the event, but also integrates the risk communication’s viewpoints to explore each period of context in the event with what risk characteristics and problems are, and how to turn the conflicts and the cooperation of the various actors in the process, so this research also emphasizes the various actors in the translation process and focuses on the risk communication in this group of actors, and the research will discuss what risk conflicts may arise after the Aspire-Park event in the future.</description>

      <title>黨派、勝選幅度和選區特性對議員關注選區問題的影響：以苗栗縣議會為例</title>

摘要: 議員的選區關注一直是學者探討議員代表行為的重要領域，其中議員的質詢問題被視作回應選民需求的方式之一（Martin, 2011b；Russo, 2011；Russo, 2021）。因此，本文以兩屆苗栗縣議會（2014~2022）的議員在口頭總質詢提出的選區問題進行個案分析，探討黨派身分、議員個人勝選幅度及選區特性，對議員於質詢中提出選區問題數量及質詢問題類型的影響。&#xD;
在研究方法上，首先將議員的口頭總質詢內容按語幹區分成不同的質詢問題，再依據Martin（2011b）的編碼規則進行選區問題編碼，後再以Maricut-Akbik（2021）及徐俊明等人（2024）的質詢框架將選區問題分為四類質詢類型，依序為要求資訊、要求解釋、要求改變以及譴責威脅。 &#xD;
研究結果顯示，兩屆議會的議員在提出選區問題的數量和質詢類型方面存在差異。在第十八屆議會中，反對黨議員提出的選區問題數量顯著少於執政黨議員。然而，在第十九屆議會中，並未發現政黨身分對議員提出選區問題的行為有顯著影響，反而是派系在多數模型中對議員的選區關注產生影響。&#xD;
在勝選幅度方面，統計結果顯示當勝選幅度超過某個閾值時，第十八屆議員提出的要求解釋選區問題以及第十九屆議員提出的要求改變選區問題會隨之增加。另外，納入連任議員的統計分析結果顯示，當議員的勝選幅度較前一屆提高時，議員會提出更多有關選區的問題，展現其對選區的關注。&#xD;
最後，在選區特性方面，兩屆議會的研究結果均顯示，來自鄉村選區的議員或議員的選區農業人口占比越高時，議員提出的選區問題數量和要求解釋及要求改變的選區質詢問題也會增加。; Councilors’ constituency focus has been an important area of scholarly exploration regarding their representative behavior. Among these behaviors, councilors’ parliamentary questions are seen as a way to respond to constituents' needs (Martin, 2011b; Russo, 2011; Russo, 2021). Therefore, this study conducts a case analysis of constituency questions raised during oral questions by Miaoli County councilors over two terms (2014-2022). It examines how political parties and factions, reelection magnitude, and constituency characteristics influence the number and types of constituency questions.&#xD;
In terms of research methodology, the content of oral questions was first divided into different questions based on their stems. Then, following Martin (2011b) coding rules, the questions were coded as constituency questions. Next, using the question framework of Maricut-Akbik (2021) and Chun-Ming Tsui et al. (2024), the constituency questions were categorized into four types: requesting information, requesting explanations, requesting changes, and condemning threats.&#xD;
The results show differences in the number and types of constituency questions raised by councilors over the two council terms. In the 18th council, opposition party councilors asked significantly fewer constituency questions than ruling party councilors. However, in the 19th council, parties did not significantly influence the behavior of councilors in raising constituency questions. Instead, factions influenced constituency focus in most models.&#xD;
Regarding reelection magnitude, the statistical results show that when the reelection magnitude exceeds a certain threshold, the number of constituency questions requesting explanations by the 18th councilors and questions requesting changes by the 19th councilors increases. Additionally, the statistical analysis that includes reelected councilors shows that when a councilor's reelection magnitude improves compared to the previous term, they tend to raise more constituency questions, demonstrating their increased focus on constituency concerns.&#xD;
Finally, regarding constituency characteristics, the results for both councils indicated that councilors from rural constituencies or constituencies with a higher proportion of agricultural populations asked more constituency questions and made more requests for explanations and changes.</description>

摘要: 論文提要&#xD;
    對於台灣社會福利政策發展的研究，國內學者多以國家中心的觀點出發，以黨國體制的因素作詮釋。然而住宅政策上，自1970年代中期開始，接連推動了數個重大的國民住宅興建計畫，使得住宅資源的分配，從之前的特意照顧軍公教人員，變的更普及化，有分配給一般人民的趨勢。這樣的趨勢，本文認為除了黨國的因素以外，從黨國體制的外在因素--亦即國際面向上的變動，再加上內在因素--亦即國內社會的變動來加以考察，可以獲得比較完整的解釋。&#xD;
    本文以「行動者與結構間的權力關係」作為架構，來觀察黨國體制與國際因素和國內社會間的互動，是如何影響了台灣住宅政策的形成與1970年代以後的變遷。黨國體制的住宅資源分配，在統治初期由於社會力的缺乏以及美國在軍事、經濟以及外交上的支持而得以不顧及台灣社會一般人的需要，形成以身份做區別，獨厚特定族群的住宅政策。到了1970年代之後，國際上黨國面臨了外交危機，造成對內統治正當性的幻滅；內在則社會力興起，民主化運動加上後起的社會運動，挑戰黨國對台灣社會的壓制。因此這時候住宅資源分配上的普及化趨勢，也印證了社會相對於國家的自主性。</description>

摘要: 黨內民主係政黨自主之重要原則，在分工逐漸細緻的現代民主秩序中，政黨已是穩定運作的民主國家裡不可或缺之角色。由於政黨之於民主政治的重要性，除了政黨間的互動應符合民主原則外，政黨內部的運作也必須按照如普遍性、公正性、公平性等基本門檻，進而對自身所為之決策與處分負責。本論文透過德國、日本、與中華民國三個政黨政治與憲政發展之案例，採文獻分析和比較分析兩種質化方法，並以上述三國案例分析得到的資料，設定政黨之憲法地位、政黨法制化程度、以及司法權審查範圍等比較項，嘗試歸納出黨內民主原則之操作模型。再藉由筆者所建立之操作模型，對我國現有之政黨規範與黨內民主運作為重新檢視，並嘗試提出法制面之修正建議，以期對我國政黨內部運作之民主化做出貢獻。; Intra-party democracy is one of important principle for party autonomy. In a modern democratic order with a gradual and meticulous division of labor, the roles of political parties have become indispensable in a democratic country for stable operations. Due to the importance of political parties as to democratic politics, in addition to the interaction between political parties, which should be in accordance with democratic principles, the internal operation of political parties must also comply with basic thresholds such as universality, impartiality, and equity. Henceforth, the political parties will be able to be responsible for their decisions and sanctions.&#xD;
This research is based on the cases of the political and constitutional development of the three political parties in Germany, Japan, and the Republic of China (Taiwan), respectively. Through the literature analysis and comparative analysis of the two qualitative methods, along with the data obtained from the analysis of the above three countries, this paper intends to establish the party's constitutional status, degree of legalization and judicial review scope, trying to summarize the operation model of intra-party democratic principles.&#xD;
Based on the operational model established in this research and taking it a step further, this paper re-examines the current existing party norms and the intra-party democracy operations in Taiwan, and tries to propose amendments to the legal system in order to contribute to the democratization of the internal operation of Taiwan’s political parties.</description>
