| 摘要: | 牙醫專科醫學會的組織、制度、經營、發展、教育訓練專業,以及精進改革、與時俱進、永續經營等,攸關牙醫專科醫師的培養品質。本研究擬分析「牙醫專科醫學會認證暨輔導計畫」的執行過程及執行結果。背景探勘上可發現相關作業的執行藉由成立工作小組以及邀請專業專家參與,進一步優化認證指標和基準,以確保認證標準的有效性和實用性,其執行結合了管理學的 Plan—Do—Check—Act (PDCA)原則,目標是透過不斷制定改進措施,實現對各牙醫專科醫學會服務質量和效能以及牙醫專科教育訓練服務質量的持續提升。計劃之執行亦檢視各牙醫專科醫學會其計劃和執行的任務與活動是否符合認證要求。本研究旨在根據資料分析保證改進措施的有效實施和持續監測,以確保未來專科醫學會服務質量和效能透過政策執行不斷提升。執行過程中亦透過舉辦標竿學習、成果分享和座談會等方式,進一步優化認證指標,提升各牙醫專科醫學會的整體表現。
起源係衛福部口腔健康司於 111.12.14 日制定的『牙醫專科醫學會認證制度草案』,委由中華牙醫學會執行本計畫之工作項目包含三次工作小組會議(112 年6 月 21 日、112 年 07 月 01 日及 112 年 09 月 14 日)、一次牙醫專科醫學會認證暨輔導計畫說明會(112 年 10 月 6 日)、一次認證共識委員會議(112 年 12 月 14 日)、實地訪視九家牙醫專科學會及一次專科醫學會認證標竿學習(113 年 4 月 19 日)。實訪認證結果九家皆通過,有六家專科醫學會(社團法人中華民國家庭牙醫學會、中華民國口腔顎面外科學會、中華民國口腔病理學會、社團法人中華民國齒顎矯正學會、中華民國牙髓病學會、社團法人中華民國兒童牙科醫學會)在評量項目及查核基準中全數符合。有三家(中華民國牙體復形學會、社團法人臺灣牙周病醫學會、中華民國贋復牙科學會)未達全數符合。其不符合的項目皆為 1.4 風險管控與應變機制。研究分析可觀察到目前各學會對於永續經營(Environmental, Social, and Governance;ESG)觀念較不足,為未來學會等非政府非營利性組織發展之努力方向,另外,針對教學能力相關發展,如核心能力發展、考官評核能力一致性等,都是可以再進階提升宣導和發展的課題。 本研究除了檢視各牙醫專科醫學會其計劃和執行的任務與活動是否符合認證要求。同時,分析認證結果並嘗試提出能保證改進措施的有效實施和持續監測的方向,以確保未來專科醫學會服務品質和效能的不斷提升。舉辦標竿學習、成果分享和座談會等活動中亦收集和分析資訊以提出進一步優化認證指標的建議方向,提供各牙醫專科醫學會認證精進以及提升學會整體表現的切入點。 The organization, system, management, development, and professional education and training of dental specialty societies, as well as the advancement of reforms, keeping up with the times, and sustainable management, are crucial to the quality of training for dental specialists. This study aims to propose a "Dental Specialty Society Certification and Guidance Program" and examine whether the relevant tasks can be smoothly executed through this program. By establishing working groups and inviting professional experts to participate, the program aims to further optimize the certification indicators and standards to ensure their effectiveness and practicality. The execution of this study combines the management principle of Plan-Do-Check-Act (PDCA), with the goal of continuously improving measures to enhance the quality and effectiveness of services provided by dental specialty societies and the quality of dental specialty education and training services. This study also examines whether the plans and activities of each dental specialty society align with certification requirements. At the same time, it aims to ensure the effective implementation and continuous monitoring of improvement measures to guarantee the continuous enhancement of the quality and effectiveness of specialty society services. Finally, through benchmarking, result-sharing events, and forums, the study seeks to further optimize the certification indicators and improve the overall performance of dental specialty societies. This study references the "Draft Certification System for Dental Specialty Societies" formulated by the Ministry of Health and Welfare's Oral Health Division on December 14, 2022. The work items include three working group meetings (June 21, 2023, July 1, 2023, and September 14, 2023), one explanation meeting for the dental specialty society certification and guidance program (October 6, 2023), one consensus committee meeting for certification (December 14, 2023), on-site visits to nine dental specialty societies, and one benchmarking learning session for specialty society certification (April 19, 2024). The on-site certification results show that six specialty societies (the Chinese Taipei Association of Family Dentistry, the Chinese Taipei Association of Oral and Maxillofacial Surgery, the Chinese Taipei Association of Oral Pathology, the Chinese Taipei Association of Orthodontics, the Chinese Taipei Association of Endodontics, and the Chinese Taipei Association of Pediatric Dentistry) fully met the evaluation criteria and verification standards. However, three societies (the Chinese Taipei Association of Prosthodontics, the Taiwan Association of Periodontology, and the Chinese Taipei Association of Stomatognathic Prosthodontics) did not meet all of the criteria. The non-compliance items were related to Risk Control and Contingency Mechanisms (1.4). Currently, the societies show insufficient awareness of sustainable management (Environmental, Social, and Governance, ESG), which is an area for future improvement. Additionally, developments related to teaching capabilities, such as core competency development and consistency in examiner assessment, also offer opportunities for further enhancement. This study examines whether the plans and activities of each dental specialty society align with certification requirements. Simultaneously, it aims to ensure the effective implementation and continuous monitoring of improvement measures to ensure the ongoing improvement of specialty society service quality and effectiveness. Finally, continuous learning and reflection during the certification process, along with the hosting of benchmarking, result-sharing sessions, and forums, will further optimize the certification indicators and improve the overall performance of dental specialty societies. |
