Abstract: 電動車政策推動能否成功,關鍵之一在於公共充電設施之普及與使用便利性。然而,公共充電站的設置是否可能引發鄰避效應,對周邊住宅價格造成負面影響,進而成為設施普及之阻礙,至今國內仍未有相關研究。鑑此,本研究利用實價登錄資料,結合特徵價格模型與差異中之差異法,評估雙北地區電動車高速充電站設置對鄰近住宅價格之影響。研究結果顯示,在高速充電站啟用後,新北市距離充電站500至1000公尺範圍內之住宅總價顯著上升,依據不同模型設定,幅度介於4.71%至7.51%之間;而距離1000至2000公尺範圍內之房價亦呈現顯著上漲,惟幅度相對較低,約為1.83%至3.74%。相較之下,台北市內高速充電站的設置則未對房價有顯著影響。本研究之實證結果,除可作為都市土地使用規劃與高速充電站設點決策之依據外,亦可為政府推動運具電動化政策提供實證支持,發揮正向助益。
One important factor influencing the success of electric vehicle (EV) policy implementation is the availability and ease of use of public charging infrastructure. However, it remains unclear whether building public charging stations could lead to a “Not In My Backyard” (NIMBY) response—where nearby residents worry about negative effects such as lower property values—which may, in turn, slow down infrastructure expansion. To date, few studies in Taiwan have examined this issue.
To address this research gap, this study uses housing transaction data and adopts the Hedonic Pricing Model combined with the Difference-in-Differences (DID) method. The aim is to assess how the installation of high-speed EV charging stations has affected nearby residential property prices in both Taipei City and New Taipei City.
The findings show that in New Taipei City, after the stations were put into use, residential property prices within 500 to 1,000 meters increased significantly, with price gains between 4.71% and 7.51%, depending on the model used. Prices also rose within 1,000 to 2,000 meters, but at a smaller rate of 1.83% to 3.74%. In contrast, no significant change in property prices was observed in Taipei City.
These results offer useful insights for urban planning and the selection of locations for new high-speed charging stations. Moreover, they provide empirical evidence to support government policies promoting EV adoption, contributing positively to policy development and implementation
