| dc.description.abstract | Taiwan possesses ideal conditions for floating offshore wind (FOW), yet its sector has stalled while France advances rapidly. This thesis compares both countries using literature review, techno-economic analysis, and interviews with industry experts.
It identifies four core barriers in Taiwan: limited port infrastructure, regulatory uncertainty, immature supply chains, and weak investment incentives. In contrast, France’s success stems from structured tenders, phased port upgrades, and stable Contracts for Difference (CfDs). Taiwan’s local platform, TaidaFloat, shows promise but needs demonstration support. The study recommends targeted reforms to revive Taiwan’s FOW sector and align it with global energy transition goals. | en |
