| dc.description.abstract | This thesis examines how China’s discourse at the United Nations Security Council (UNSC) constructs its image as a responsible global power by analyzing 32 explanatory vote statements made by Chinese Permanent Representatives since 2011. It connects China’s voting practice, which changed dramatically after the aftermath of Resolution 1973 and the NATO intervention in Libya (2011) to the semantic fields and connotation induced by China’s interpretation of international norms. Through discourse content analysis, the study identifies two interrelated dimensions shaping China’s narrative. Procedurally, China emphasizes consensus-building and multilateral consultation to preserve the UNSC’s unity, authority, and credibility, advocating against actions that cause division. Substantively, China reinterprets three international norms—state sovereignty, territorial integrity, and non-interference—positioning itself as a balanced and cautious power. Using a social constructivist framework, the analysis highlights that China has constructed its responsible power image promoting a strict interpretation of international norms in opposition to the fluid reading of Western powers.
