偏鄉綠色照顧站經營之研究- 以新竹縣峨眉鄉農會（2021~2023）為例

Abstract

為因應農漁村高齡化現象及長期照顧服務需求，政府自2020年起投入及輔導全國各地的農、漁會建置綠色照顧站，位處新竹縣偏鄉地區的峨眉鄉農會於2021年成立綠色照顧站，以照顧服務在地高齡長者退休後生活，然而，在人力以及其他各項資源上較為貧脊缺乏及有限的資源下，課程活動豐富度及照顧服務難再提升。因此，本研究探討峨眉鄉農會綠色照顧站的營運功能與限制課題，以及如何爭取更多資源，提升站點營運服務績效，進而活絡偏鄉友善環境，以達綠色照顧站永續經營。 本研究採質化研究之深度訪談方式，並透過資料蒐集、直接參與觀察所發現之問題，進行歸納、研究討論分析，探討峨眉鄉農會開辦綠色照顧站以來，與其他綠色照顧站點、社區關懷據點在經營管理與服務推動情形，以及如何解決面臨問題、尋找資源的協助，讓站點可以永續經營。研究結果認為峨眉鄉農會綠色照顧站需要「自助人助而天助」，才能朝向永續經營；在「自助」方面，農會本身要有創新多元化經營，力求農會轉型升級，以提升各業務績效，為農民謀福創利。在「人助」方面，就是強化單位橫向協作，爭取更多協辦團體及社會資源挹注，擴大綠色照顧服務量能。在「天助」方面即是公部門的指導與協助，結合各項推動之政策和補助經費的投入，以促進綠色照顧站永續發展。

In order to cope with the aging of agricultural and fishing villages and the needs of long-term care services, the government has invested in and guided agricultural and fishery associations across the country since 2020 to build green care stations. The Emei Rural Rural Association, located in the rural area of Hsinchu County, set up a green care station in 2021 to take care of the elderly in the area after retirement. However, Under the lack of poor and limited resources in manpower and other resources, it is difficult to improve the richness of course activities and care services. Therefore, this study explores the operation function and restrictions of the green care station of the Emei Rural Farmers' Association, and how to strive for more resources, improve the operation service performance of the site, and then revitalize the friendly environment of the rural area, so as to achieve the sustainable operation of the green care station. This study adopts the in-depth interview method of qualitative research, and summarizes, studies, discusses and analyzes the problems found through data collection and direct participation in the observation, and discusses the situation of operation and management and service promotion with other green care sites and community care centers since the Emei Township Farmers' Association opened a green care station, and how to solve it. To solve problems and find the assistance of resources, so that the site can continue to operate. The research results suggest that the Green Care Station of the Emei Rural Farmers' Association needs "self-help and help from heaven" in order to achieve sustainable operation. In terms of "self-help", the farmers' association itself should have innovative and diversified operation, and strive for the transformation and upgrading of the farmers' association, so as to improve the performance of various businesses and seek benefits for farmers. In terms of "human assistance", it is to strengthen the horizontal cooperation of units, strive for more co-organizing groups and social resources, and expand the capacity of green care services. In terms of "Tianzhu", it is the guidance and assistance of the public sector, combined with the investment of various promotion policies and subsidies to promote the sustainable development of green care stations.
