摘要: | 本研究旨在深入探討COVID-19疫情期間在臺馬來西亞國際學生的處境與挑戰。研究從宏觀、中觀和微觀三個層面切入,首先剖析政府防疫政策措施對國際學生所帶來的影響;其次探討校方的支持系統與政策詮釋差異如何影響學生的經歷;最後聚焦於國際學生在權力機構治理下所展現的主體能動性和因應作為。採用質性研究的半結構式深入訪談方式,蒐集在臺馬來西亞國際學生的疫情經歷敘述,並輔以政府、校方的防疫政策文告及媒體報導進行三角校正,以全面探究國際學生在疫情期間所面臨的挑戰。研究發現,政府政策、校方支持系統以及學生能動性共同塑造了國際學生在疫情中的獨特處境。本研究是國內首個系統性探討國際學生疫情經歷,並藉此剖析防疫治理問題的學術論著。研究提供國際學生一個發聲的機會,藉由他們的聲音揭露疫情下此一遷移群體所面臨的獨特挑戰,希冀對於日後強化相關政策與措施提供重要的參考價值。 This study aims to thoroughly examine the circumstances and challenges faced by Malaysian international students in Taiwan during the COVID-19 pandemic. The research adopts a multi-level approach, analyzing the macro, meso, and micro aspects of the issue. First, it dissects the impact of government pandemic prevention policies on international students. Second, it explores how differences in support systems and policy interpretations among educational institutions affect students' experiences. Finally, it focuses on the agency and coping strategies demonstrated by international students under institutional governance. Using a qualitative research methodology with semi-structured in-depth interviews, this study collects narratives of Malaysian international students' pandemic experiences in Taiwan. These are triangulated with government and institutional pandemic policy documents and media reports to comprehensively investigate the challenges faced by international students during the pandemic. The findings reveal that government policies, institutional support systems, and student agency collectively shape the unique situations of international students during the pandemic. This research is the first systematic academic study in Taiwan to explore international students' pandemic experiences and analyze pandemic governance issues through this lens. It provides international students with an opportunity to voice their experiences, exposing the unique challenges faced by this migrant group during the pandemic. The study aims to offer valuable insights for strengthening relevant policies and measures in the future. |
