摘要: | 本論文試圖分析蒙古的「三大革命」,包括1911年的「蒙古民族革命」、1921年的「蒙古人民革命」以及1990年的「蒙古民主革命」,並深入探討這些革命的「原因/過程/結果」。此外,本論文亦探討新自由主義引進蒙古的過程,且運用倪爾貴提出的「顯性」和「隱性」指標,來分析及評估蒙古的市場轉型及效應。
按照倪爾貴的看法,距今30年前的那場蒙古民主革命,其實尚未達成目標就胎死腹中。自1991年起,蒙古政府啟動重要的「自由市場」改革,將新自由主義推向前台。30多年來,蒙古政府一直遵循國際貨幣基金組織和國際組織的貸款和援助政策。然而,未解決的社會經濟挑戰仍然存在。 本研究指出,蒙古當前面臨政治經濟社會宗教文化等各方面的困境,民主革命的要求至今仍然有意義,包括總統制、獨立多元化經濟體制等。蒙古應採取民族和國家主權優先的發展政策,並發揮蒙古人民在歷史磨難中培養出的克服艱險的建設心態。就經濟政策而言,一種值得追求的做法是建構多元化的經濟體制,以促進「勞動生產率」和「人均消費」為主要目標。「多元化」的經濟體制包括國營、私營、公私合營、遊牧民、合作社等形式,唯國營佔比不可超過50%;而為了國家的整體經濟發展,所有礦產資源應只屬於蒙古人民所有,以盡量避免資源與國家收入的損失。停止剩餘產品的損失,原料加工方式來經濟成長。 社會、文化與宗教方面:除去對黃教的依賴,同時尊重並推動蒙古民族主義。若要討論國家的整體發展,無法只看經濟或財政理論,還必須納入政治、對內外政策、文化政策、社會政策等各種政策方針。其中最為重要的是進行全面綜合規劃,而這種綜合規劃應該是建立在非依賴外部因素的獨立經濟體制之上。 This dissertation attempts to analyze the cause/process/effect of the three major revolutions in Mongolia: The Mongolian National Revolution of 1911, the Mongolian People’s Revolution of 1921, and the Mongolian Democratic Revolution of 1990, and then explores the process of the introduction of neoliberalism in Mongolia, and applies the “explicit” and “implicit" indicators proposed by Nergui, a Mongolian revolutionary theorist to analyze and evaluate the market transformation and its effects in Mongolia. According to Nergui’s view, the Mongolian democratic revolution that took place 30 years ago actually failed to achieve its goals and was stillborn. Since 1991, the Mongolian government has initiated significant “free market” reforms, bringing neoliberalism to the forefront. Over the past three decades, the Mongolian government has followed the loan and aid policies of the International Monetary Fund and foreign organizations. However, unresolved socio-economic challenges persist. Mongolia is facing political, economic, social, religious, and cultural dilemmas, and the demands of the democratic revolution are still meaningful, including a presidential system, an independent and diversified economic system, and so on. Mongolia should adopt a development policy that prioritizes ethnicity and national sovereignty, and that capitalizes on the constructive mindset of the Mongolian people, which has been cultivated through historical trials and tribulations, to overcome difficulties. As far as economic policy is concerned, a worthwhile approach is to build a diversified economic system with the promotion of "labor productivity" and "per capita consumption" as its main goals. A "diversified" economic system includes state-run, private, public-private partnership, nomadic herdsmen, and cooperatives, with the exception of the state-run, which should not account for more than 50 percent of the total; and for the sake of the country''s overall economic development, all mineral resources should belong to the Mongolian state only to avoid the loss of resources and state revenues as much as possible. To stop the loss of surplus products, raw materials should be processed for economic growth. Social, cultural, and religious: Remove the dependence on Lamaism, foreign ideology, and at the same time respect and promote Mongolian nationalism. In order to discuss the overall development of the country, it is not possible to look at economic or financial theories only, but it is also necessary to incorporate various policies such as political, domestic and foreign policies, cultural policies, social policies, etc. The most important of all is comprehensive and integrated planning, which should be based on an independent economic system that is not dependent on external factors. |
