摘要: | 在現今的經濟趨勢中,有形資本不再是經濟成長的主要來源,固定資本的要素報酬率逐漸降低,規模經濟策略的重要性被技術策略取代,知識資本在資訊經濟時代被認為是優先於傳統生產要素的關鍵資源,但是技術投資與生產力的不確定關係所產生的「生產力悖論」現象一直未得到適切的解釋。本研究以無形投資作為企業知識資本的投資,闡釋無形投資在生產過程中扮演資訊流的角色,以為驅動經濟成長的動力。
我們將無形投資資本化重新估計生產的貢獻,探討生產力悖論的成因。研究結果說明我國整體工商業2006~2011年的產值,因為無形投資的忽略低估6~8%,經濟成長率低估2.03%,各產業別利潤率低估0.07%~4.90%。我們比較會計成長法、Cobb-Douglas及Translog生產函數估計方法的優劣,建議Translog生產函數是較適切的設定,其可以評估生產要素間的互補性,並獲得變數實際的變動關係,實證結果發現我國各產業隱性知識投資對產出貢獻的權重明顯高於顯性知識投資,但生產要素存量組合上鮮少具有互補性綜效(synergy),要素組合的流量組合也未發揮效率。 本研究也探討改變廠商無形投資的影響因素,關注在廠商與公部門合作網絡連結以及產業外溢因素。在估計方法上,我們考量無形投資決策的同時相關及受限資料特性,改進被解釋變數高比例資料為零的估計偏誤。在資料的來源上,我們串聯國內主計處工商普查及創新調查兩大資料庫,取得廠商層級的生產與創新行為的資訊,研究結果發現我國公部門資訊網絡,尤其是大學研究單位的合作聯盟,對廠商的無形投資決策未有顯著成效,而產業內他廠的總投資對廠商的無形投資都產生外溢的互補效益。 在理論的層次上,我們結合心理學、經濟學與管理學的近期研究,提出資訊精鍊理論(Intangible Investment as Information Refinement),說明無形投資在決策過程中的角色。此理論建立了無形投資與動態能力的關係,提供無形投資作為內隱系統存量與流量估計的理論基礎。藉由中介效果的檢驗,研究發現不同無形投資在各個策略階段具有不同的主從效果,其中,隱性知識投資對策略與績效的中介效果最為明顯。研究建議我國無形投資不足,政府單位除了應就各產業特性建立相關政策誘因,也需要建置適當的評估指標,才能避免生產資源上的誤置。 Historically national accounts and corporate financing statements treated intangible outlays as intermediate expenditures instead of investments, ignoring the production contribution of knowledge creation. After entering the knowledge economy era, the phenomenon has started getting more attention and correction. National accounts (93SNA) regrouped expenditure on mineral exploration and computer software from intermediate consumption to gross fixed capital formation ,however ,most intangible investments have still been excluded. We follow the framework of Corrado, Hulten and Sichel (2005) and intangible classification by Directorate-General of Budget, Accounting, and Statistics(DGBAS) to investigate the determinants of intangible investments and their complementarities play for innovation and economic growth in different sectors in Taiwan. We compare the intangible investment portfolio and contributions of 6 main industries including Manufacturing, Construction, Wholesale & Retail Trade , Information & Communication , and Financial & Insurance. Furthermore, we divide the Manufacturing industry into Information & Electronic ,Medical Goods Manufacturing and Traditional Manufacturing for detailed analysis. Using the firm-level panel data merged from Taiwan Innovation Survey (TIS2,TIS3)and Industry, Commerce, and Service Census (2001, 2006, and 2011),Our data set consists of variables such as intangible investment amounts ,innovation activities, innovation types , firm size , actually used assets status, value-added ,source of information. Under the condition of limited dependent variables, we adopt Multivariate Tobit Model and Multivariate Probit Model to analyze the determinants of intangible outlays. In addition, we will measure the relationships of intangible investment complementarity and various performances (innovation, productivity and growth). By international comparison with advanced countries, we will explore the economic implications of intangible investment portfolios at the industry level; and provide some suggestions to develop the industrial strategies. |
