臺灣公共出借權政策之可評估性評估

Abstract

本研究是臺灣公共出借權試辦計畫之可評估性評估，評估臺灣公共出借權目前執行成果與背後運作理論基礎，透過過往文獻的蒐集與比較各國公共出借權的運作模式奠定研究基礎，採用質性研究方法，以次級資料分析建構該試辦計畫的初步邏輯模型與方案理論的假設，了解投入的經費、技術、資源與執行的方案活動，以及預期達成的短期、中期、長期目標，再針對利害關係人進行深度訪談進而修正邏輯模型，比較調整後的邏輯模型與初步邏輯模型之差異，檢視評估方案理論，從而發現臺灣公共出借權試辦計畫的缺陷與問題，包括成果尚不符預期、試辦計畫範圍過小、制度設計誘因不足、宣傳力度不足、申請流程繁瑣、圖書館定位矛盾、圖書館人力不足、機關權責劃分不明等問題，最後評估臺灣公共出借權試辦計畫的可評估性，並提出相應之政策建議。

This study is an evaluability assessment of Taiwan’s public lending right pilot program. It evaluates the current implementation results and the theoretical basis of the operation of Taiwan’s public lending right. The research foundation is based on the collection of past literature and comparison of the operating models of public lending right in various countries. Using qualitative research methods, secondary data analysis was used to construct the preliminary logic model and program theory assumptions of the pilot program. It can be seen that the funding, technology, resources and program activities implemented, and the expected short-term, mid-term, and long-term goals. Furthermore, revising the logic model through in-depth interviews with stakeholders for comparing the differences between the adjusted logic model and the preliminary logic model, and reviewing the program theory. This study can discover the flaws and problems of Taiwan’s public lending right pilot program, including the results It is still not in line with expectations, the scope of the pilot program is too small, there are insufficient incentives in system design, insufficient publicity, cumbersome application procedures, conflicting library positioning, insufficient library manpower, unclear division of authority and responsibilities, etc. Finally, it evaluates the evaluability of Taiwan's public lending right pilot program and makes corresponding policy recommendations.
