摘要: | 我國對資源廢棄物管理議題投入甚多,近年更以「循環經濟」為政策主軸,以減少廢棄物產生與資源的耗損。台灣地區,地狹人稠,經濟發展快速,在土地資源有限狀況下,各公私部門轉而利用環境敏感地區例如港區填築無機資源物來 增加土地面積。無機資源物以無機資源材料為原料,經資源化處理而生產。其性質與天然砂、礫石相似。它可以替代自然資源,用於土地和港口填築工程。日本等先進國家於港區填築工程,除使用營建剩餘土石方外,也使用無機資源物填築,減少天然資源使用。
本研究探討無機資源物之應用管理與推廣,焚燒再生顆粒資源循環盤查,探討焚燒再生顆粒環保標準基線;配合實際運營管理,審查焚燒底渣回用管理辦法,規劃用於港口填埋用途及相應標準。 最後,本研究整理國際港區案例,分析國內北部2大填海造地港區填築計畫,及針對焚化再生粒料應用於港區相關工程,及於不同水體浸泡中長期相關檢測結果,驗證焚化再生粒料應用於港區填築工程之合適性。 Taiwan has made significant investments in resources and waste management issues. In recent years, the "circular economy" has emerged as the primary policy focus, aiming to reduce waste generation and the consumption of natural resources. Due to limited land availability, high population density, and a rapidly growing economy, both the public and private sectors have turned to environmentally sensitive areas, such as port areas, for utilizing inorganic recycled aggregate to expand the land area. Inorganic recycled aggregate is produced by recycling inorganic resource materials, possessing properties similar to natural sand and gravel. They can effectively replace natural resources and be utilized in land and port filling projects. Developed countries like Japan utilize inorganic recycled aggregate and construction residual soil to fill port areas, thereby reducing the dependence on natural resources. This research explores the application, management, and promotion of inorganic recycled aggregate. It assesses the resource circulation of incinerated recycled aggregate, examines the baseline environmental standards for incinerated recycled aggregate, and reviews the operational management method for reusing incineration bottom slag. Furthermore, the research intends to employ these materials in port area filling and establish corresponding standards. Finally, this research presents examples from international port areas, analyzes the plans for two major land reclamation port areas in northern Taiwan, and applies incinerated recycled aggregate to related projects within port areas. It also includes the mid- and long-term test results of immersion in various water bodies to verify the suitability of incinerated recycled aggregates for port landfill projects. |
