摘要: | 近年世界多國遭遇森林大火威脅,臺灣也不例外。2021年全臺灣面臨半世紀以來最嚴重乾旱,該年度林火次數與總面積都破歷史新高。林火阻礙林業經濟發展,影響水土保持與森林生態,也讓山區居民承受林火威脅生命財產的恐懼。 氣候變遷讓乾旱年降雨更少,森林中的樹木成了易燃的枯枝落葉。然而,卻不能將林火的責任全部推給氣候變遷,臺灣森林大火多是人為引起,無意或惡意點燃的火導致大量環境資源損失,再多金錢都難以彌補。 大旱之年是面照妖鏡,照出臺灣森林治理長久以來的問題,透過採訪,我們看到林相缺少疏伐、預警系統失能;全臺林地僅依賴約千名的森林護管員維持,火來的時候用肉身擋在第一線;林火相關研究停滯不前,官方對臺灣林火環境了解有限,也少有新的嘗試……。 本文完成的2022年,相對於2021年是豐水年,但不代表林火危機就此消失。反而我們應該警惕,若今年水量充沛,那明年或後年可能相對就會面臨更嚴重的缺水危機,森林維護與經營需要時間累積方能見成效,若等林火發生後才想辦法補救,一切都已來不及。 Forest fires have been an alarming issue for many countries in recent years, and Taiwan is no exception. In 2021, Taiwan suffered from the gravest drought in half a century, with a record-breaking number of wildfires and acres burned. Forest fires not only hinder the development of forestry, but also impact water and soil conservation and forest ecology. Habitants in mountainous areas bear the fear of losing their property to it as well. Climate change leads to the decreasing amount of precipitation in dry years. Under this scenario, trees in the forest thus turn into fuel that are easily flammable. However, climate change does not solely justify all causes of forest fires. In Taiwan, wildfires are often man-made. Regardless of the circumstances to be unintentional or deliberate, the loss of environmental resources cannot be easily compensated. The dry year of 2021 reflects many long-standing problems of forest management in Taiwan, such as the lack of forest thinning, and the dysfunction of the alarm system. Additionally, the fact that there are only about 1000 forest rangers to supervise all forest land in Taiwan is also disturbing. They have nearly nothing but their body to shield the wood from fire. Meanwhile, research in related fields has been stagnant, which results in limited knowledge and passive actions to prevent forest fires. This thesis is completed in the year of 2022, which is a wet year compared to the previous, but it cannot be interpreted as the perpetual extinction of forest fires. We should be more cautious toward possible backfires in the near future, as scarcity of water could be worse in contrast to earlier years. Reservation of forests takes time to see results. If we constantly rely on remedies afterwards instead of preventions beforehand, when calamity hits, everything would be too late. |
