公共工程採購案之市場分析與標單領寫系統之探討

Abstract

不分公私部門，採購均為維持部門運作之基本業務，其花費都佔有一定比例。在政府而言，政府採購行為不僅是法律問題，作為推動政策之手段，為有效執行預算，採購人員必須全面瞭解採購法規。我國自 1998 年通過《政府採購法》、並定於隔年施行。採購法確實明定我國政府採購制度，規範其依公平、公開之原則進行，在提升效率與功能的同時、確保品質。 自地方單位或是中央政府於採購預算編列、規範等招標文件、履約管理及驗收等重要程序由業務需求單位承辦採購人員辦理，但非專業採購專業人員也需負責部分階段的採購工作，專業、非專業採購人員於各階段採購行為與負責業務工作權重分配不均，單位新人或非經常性採購人員時常需要接手編列招標文件。 自有採購法以來一直缺乏一套可供採購人員設立標單的合理方式與相關系統，論文想先藉由近年政府採購的分類探討「政府採購市場成長分析」、「各採購類別敘述」與「政府資料開放於政府採購業務之應用」，再以問卷調查採購人員對前述三要項的看法，最後有賴與相關人員的訪談，選擇出採購數量最多的勞務類工程採購開發出標單領寫系統，本論文將依照以下順序進行： 1.將針對採購網使用者、執行標案之活動公司、及政府採購人員做行為痛點分析，並探討公共工程採購案的市場分析與需求，說明各採購類別敘述、及近年來標案比例最高的”勞務類”工程採購案進行討論，進行訪談採購人員需求後，再依照政府電子採購網之採購人員需求提出「標單領寫系統」相關建議，解決開標流程問題。 2.繼續討論「如何將標單領寫系統應用於政府採購」，提升採購人員招標時對政府標單設計政策的認識，除降低推動阻礙，更有助於激發資料使用的各種想像，創造出使用更多元的應用性與正確性。 關鍵詞：政府採購市場成長分析、標單領寫系統、採購人員、政府採購制度、勞務類

Regardless of the public or private sector, procurement is the basic business that sustains the operation of the department, and a certain proportion of its expenditure is accounted for. In the government's case, government procurement practices are not just a legal issue, but as a means of driving policy; in order to effectively execute budgets, procurement staff must have a thorough understanding of procurement regulations. The Government Procurement Law was passed in 1998 and is scheduled to come into force the following year. The procurement law clearly defines our government procurement system and regulates its conduct in accordance with the principle of fairness and openness, which enhances efficiency and functionality while ensuring quality. The local or central government's procurement budgeting, specification and other important procedures such as tender documents, performance management and acceptance are handled by the procurement staff of the business needs unit, but non-professional procurement staff are also responsible for some of the procurement work at different stages. This study is based on a questionnaire survey of the procurers' views on these three items. 1.We will conduct a behavioral pain point analysis of the users of the procurement network, the activity companies executing the tenders, and the government procurement personnel, and discuss the market analysis and demand of public works procurement projects, explain the description of each procurement category, and the 'labor' project procurement projects with the highest proportion of tenders in recent years. 2.to continue the discussion on 'How to apply the TAS to government procurement', so as to raise the awareness of procurement staff about the government's policy on TAS design when tendering
