摘要: | 鐵路市場的整體收益平衡攸關鐵路系統之永續經營能力,近年來,各國陸續啟動鐵路組織再造計畫以因應高漲的鐵路運輸需求。鐵路市場之組成可分為三大要素:路公司、車公司以及旅客,路公司負責基礎設施之維護,並向車公司收取列車通行費以管理軌道資源;車公司則根據旅客之運輸需求以制定票價和列車服務計畫,旅客之運輸需求隨著票價調整呈反向變動,三者各自的決策考量,皆會影響整體市場的收益平衡。回顧過往文獻,鐵路收益平衡之研究僅針對三大要素中的兩項要素探討其中之關係,路公司與車公司的通行費路權需求管理,或車公司與旅客之票價運輸需求探討。然而,鐵路市場之收益平衡係三方相互權衡後之結果。因此,本研究根據三要素之決策考量,分別建立路公司模式、車公司模式、旅客模式,並以多層規劃方式求解。路公司模式考量車公司模式所提出之路權需求以及單位車公里之利潤制定通行費,車公司模式根據通行費以及各區段運輸需求制訂列車服務和通行費用;旅客模式依照車公司所制定之票價產生不同區段的旅次需求。此外,為考量不同市場型態,本研究分別以車路合一、車路分離利潤導向及車路分離效益導向三種情境進行案例分析。求解過程係將各模式的輸出值作為另一模式之輸入,令每個模式的決策均能兼顧考量其他模式,最終平衡結果為不同模式間之反覆決策後求得之最佳解,故本研究所建立之多層規劃模式可應用於鐵路組織再造,以及不同型態鐵路市場收益平衡探討之參考依據。 Sustainable revenue balance strategy is a critical issue for railway industry worldwide. In recent years, many countries have been conducting organizational reformation of their railway industry in order to meet the rapid growth of transportation demands. There are three sectors, infrastructure manager, train operator and passengers whose decisions will influence the overall market. Infrastructure manager conducts infrastructure management by charging train operator access charge according to its demand for right of way. Train operator sets ticket price and train service plan based on passenger’s demand for transportation. Previous research and studies have discussed the relationship between infrastructure manager and train operator or between train operator and passenger; however the final balance results of a rail market should be derived from the compromise of all organizations. In this research, we develop multi-level programming models according to the roles of the sectors in the market. Infrastructure manager model determines access charge according to track maintenance cost and train operator’s profit per train-kilometer. Train operator model sets ticket price and service plan based on passenger demands. Passenger model generates demands in each section. Three case studies are performed to demonstrate the use of the proposed models. The results are proved to be suitable for addressing current market situation. We believe that the models developed in this research can facilitate revenue balance analysis of railway market and provide solid reference for future railway organization reformation |
