| dc.description.abstract | 大學圖書館的組織結構，長久以來所採行的是官僚層級制。但由於資訊科技的發展不但改變了館內作業流程，更在資訊流通環境及讀者需求有所改變後，促使大學圖書館的經營理念亦有所調整；再加上其他如經費預算的縮減、館長革新的領導風格、館員素質的提昇、及法規的修定等因素。這種種的變化，均使得大學圖書館的組織結構亦須有所應變，以確保能適存於此多變的時代。 至於大學圖書館組織結構改變的方式與方向，可分二個層面來說。一是在傳統的官僚層級結構中做修正，例如成立委員會、任務編組等平行組織，或是形成矩陣組織；功能部門的重新分配與新增；或是跨越技術服務及讀者服務，成為學科主題式組織。另一層面則是由於管理學理念的引進，如參與式管理、策略規劃、全面品質管理、及再造工程等，美國大學圖書館逐漸開始嘗試大規模的組織結構改革，將傳統的官僚層級結構扁平化，形成工作小組式的組織結構；並且由於大學中的圖書館與電算中心關係日益密切，服務項目重疊，因此大學圖書館的組織結構問題，已不限於館內的調整，而有與電算中心合併的探討。 目前，我國大學圖書館已體認到組織結構改變的必然性，且有些館已成立了平行組織，或是做功能部門的調整，並極力促使法令修定以茲遵循。趁此修法之際，本論文根據研究結果，對我國大學圖書館組織結構改變提出下列幾點建議：（1）繼續發揮委員會與任務編組之功能；（2）加強分館特性，建立學科主題式分工組織；（3）改變經營理念，建立以讀者為中心，具應變彈性的組織；（4）以對等方式與電算中心合作；（5）對工作小組式組織及各種管理理念多加研究；（6）加強教育與訓練；（7）館長應具備授權與革新的領導風格；（8）館員願意改變，具備終身學習之精神；（9）法規持續地修定。 | zh_TW |
