| dc.description.abstract | 公共圖書館是一以讀者為導向的公共設施，由於圖書館必須透過區位來完成其設立的各種功能及目標，因此設置區位在圖書館服務的推展與讀者的利用上，扮演著相當重要的角色。公共圖書館不僅應重視提供了讀者什慶樣的服務，還應該關心讀者究竟如何來利用這些服務，設置區位決定了讀者接受圖書館服務的地點，關係到讀者利用的意願，亦對圖書館日後的營運產生極大的影響。 本研究旨在探討公共圖書館設置區位的有關問題，包括理想的設置地點應具備的區位條件、選擇時應考應之區位元因素及其程式與方法，並透過對讀者在區位上意見的瞭解，掌握讀者之需求，以謀求整體之規劃與配置，俾藉由位置上的優越特性吸引讀者，使圖書館成為人們方便並樂於前往的處所。 本研究綜和文獻分析提出了區位決策之基本架構，藉由一系列過程與步驟，包括訂定區位發展政策、服務區域界定、區位因素分析等，用以評選出出理想適當的設置區位。此外，並採問卷調查法，以臺北市立圖書館作為實證研究的對象，問卷內容包括讀者分佈概況、利用行為特性與區位之關係、對設置區位之意見與分館整體區位評價等部份。 調查結果顯示，讀者與圖書館距離愈近、到館頻率愈高，圖書館主要的服務範圍應在相同行政區、直線距離約3公里之半徑區域、或20分鐘以內之路程時間，而讀者多來自住家，故公共圖書館在設置時，宜選擇人口密集之住宅區附近，或方便由住家前往之地點。讀者到館的交通方式會因到館頻率與距離而有顯著差異，唯多為專程而來，且選擇圖書館多以區位為主要的考量，顯示讀者的利用深受區位良窳的影響。一般民眾認為增設公共圖書館的需求性極高，至於圖書館是否合建雖與一致的看法，但若能慎選性質相近的合建設施，應能使此一問題獲得圓滿的解決。從問卷分析中發現，與區行政中心合建，讀者的接受程度良好，而托兒所及傳統市場合建的情形則應加以避免。 各項區位因素之重要性均獲得讀者的認同，其中遠離噪音、出入安全、面積足夠、交通方便、容易到達、離住家近及環境適宜等，都已達到重要趨向非常重要的水準，圖書館在選擇設置地點時，這些區位因素應儘可能加以滿足。 有鑑於慎選圖書館的環境與位置，為未來發展奠定良好基礎是圖書館邁向成功經營的首要條件，本研究最後提出若干建議，包括建立區位評選制度、善謀區位改進之道、主動爭取適當區位、建立圖書館分級規模以及結合區位優勢，提昇整體滿意程度等等，期能喚起圖書館界與有關當局對此一課題的重視，並藉資規劃公共圖書館服務之參考。 | zh_TW |
