| dc.description.abstract | 提要 從組織的觀點而言,公共圖書館是一個開放系統,它必須對其所擁有的資源作最佳運用,並且注意其與外在環境的互動關係。組織效能研究的主要目的之一,即為瞭解組織關於其資源運用以及與環境互動之情形,明其得失,進而調整組織、改善效能。 本論文採用文獻分析法,擬達成以下之研究目的: (一) 介紹組織效能之有關理論。 (二) 分析公共圖書館效能及其評量之相關文獻。 (三) 歸納上述文獻之內容,分別從公共圖書館之外在環境、決策內涵及組織結構等三面向探討公共圖書館組織效能之意義。 公共圖書組織效能的意義,簡言之,是以組織目標之達成為其效能之主要評量標的,兼顧組織對於其外在環境之調適能力以及讀者需求之滿足程度,期能以最少資源獲致最多成果。本文從三面向探討公共圖書館組織效能之內涵: (一) 外在環境。列舉公共圖書館外在環境因素,並從環境之本質,組織與組織間的關係,組織間交易的特徵以及環境對淤組織內在性質的影響等四方面探究影響組織效能之要項。 (二) 決策情況。說明組織決策之內容,強調目標與計劃在公共圖書館組織效能上所扮演之角色。 (三) 結構安排。介紹公共圖書館內部結構之各種劃分型態,探討組織之分權化、專業化、形式化、控制幅度、組織的大小以及工作單位的大小對於公共圖書館組織效能之影響。 最後,本論文提供以下幾點建議: (一) 釐清圖書館效能之意義誠實必要。 (二) 公共圖書館效能之模式有待充實。 (三) 公共圖書館多面向之性質應予重視。另,對本論文主題後續研究之建議,除在理論分析層面繼續探討,在實際應用方面亦有待推行,即從事實証方面之研究,方能促使理論架構更趨健全而有效。 | zh_TW |
