dc.description.abstract | 本研究旨在回顧以美國為主的公共圖書館,其應用有線電視推廣服務的經驗和方法,並探討我國台灣地區公共圖書館未來應用有線電視推廣服務的可行性及途徑。以國外文獻經驗得知,公共圖書館應用有線電視確能推展館務,延伸其社教服務,便民利民。唯因人力與人才不足、經營的經驗缺乏、物力設施與財力薄弱,致此種21世紀的電子新興媒體不但未能在20年來橫掃全美公共圖書館,拯救日益庸俗浮濫的有線電視文化,反有日益凋零的趨勢。幸因晚近以來,有線電視與無線傳播媒體(含衛星)聯成網路成功,才使公共圖書館合作分享各項資源的夢想得以實現,促成了有線電視在公共圖書館應用的蓬勃生機。 在我國政府宣佈即將於民國81年底開放有線電視申請及在有線電視法草案中鼓勵申請之有線系統經營者提供免費公益頻道的情形下,為奪先機,未雨綢繆而採主觀抽樣法擇取國內主要七座公共圖書館及十九座文化中心圖書館進行對未來應用有線電視意願和意見暨視聽廣電各項資源的現況調查,並輔以對國內有線電視生態及環境的瞭解,以推測出我國台灣地區公共圖書館實現應用有線電視的可行性及方法,俾供未來之參考。 由研究結果得知,我國目前各文化中心及圖書館對應用有線電視的意願極高,幾乎一致肯定有線電視對公共圖書館的功能。唯就目前之各項資源來看,人力與人才、視聽硬體及設施普遍不足。經費方面除院轄市、省及少數縣級的文化中心和公共圖書館尚可外,其餘亦普遍呈現貧乏。唯反觀國內娛樂及資訊界的興緻甚昂,且有線電視法草案刻將呈送行政院及立法院審議,各方報載和有線電視相關活動亦顯熱絡,由於其獲利性極高,故業界等早已蓄勢待發。 因此,就國內有線氣候而言,公共圖書館如欲加入行列,須趁早進行全面瞭解,並宜迅速召開說明會,成立專責組織,並召開全國合作會議,網羅師資,進行各館視聽人員的訓練,加強圖書館學系廣播電視的製作課程,鼓勵並吸收具上述相關背景的人才投入公共圖書館服務,與相關社團機構單位建立合作關係(包括潛在利用有線系統業者、地方政府及廣電科系),成立財團法人基金會募款增加財源,向中央申請專案補助,吸收大量視聽義工及廣攬讀者自由投稿(錄影帶),俾成為有力的節目後援,使公共圖書館能順利踏上有線列車,擠入多媒體電子網路的世紀,成為資訊的先鋒與淨質文化的中流砥柱。 | zh_TW |
