| dc.description.abstract | 立法院為國家最重要立法機構，立法委員議事及立法有賴迅速、確實而不分黨派之立法資訊服務。本論文旨在探討委員及助理平日利用資料及資訊系統作各項立法行為時，我國立法院圖書資料室所提供之服務是否可針對其需求，迅捷而便利的供給所需之立法資料，進而影響立法議事之品質，供決策參考，作為日後立法資訊服務政策修訂之依據。 本論文採用文獻分析訪問及問卷調查。首先以文獻分析探討世界各國立法專門圖書館對其議會立法需求之助益，並作成一理想之服務模式，評估我國立法院圖書資料室之現狀及未來發展，並以問卷普查立法委員及立法助理及擇立法院各主要團體（如黨派、次級團體）之負責人訪問之，以瞭解其對服務影響立法需求之滿意程度的看法。 在問卷調查部份，計普查立法委員230人，法案助理77人，立法諮詢中心助理18人，合計325人。回收率委員為34.78 %，助理為94.73%，平均回收率為52.30%，利用社會科學統計套裝軟體(SPSS) 進統計分析，統計方法有百分比、卡方檢定及積差相關。 由調查結果顯示，立法委員及助理對立法院圖書資料室整體性之服務可增進立法需求之評價並不高，尤其對資訊政策制定之參與性，組織架構之完整性，圖書期刊及視聽資料之完備性，立法資訊系統之適用性及讀者服務之主動性，並不儘完全滿意。 解決之道宜於圖書資訊政策之制定應需委員之參與及院會審議，組織之架構可朝向獨立建制，館員之任用部份應遴用有法政學科背景者，各項經費預算應酌予調整，並加強技術服務指導工作，強化書面選書政策，提昇讀者服務之品質及確實推廣各項立法資訊系統之應用，始能真正達成立法資訊服務品質之提昇，滿足立法委員及助理之立法需求。 | zh_TW |
