| dc.description.abstract | 在今日民主社會中，殘障人士權益已日漸受到重視。以圖書館的立場觀之，無論就服務宗旨“服務對象或所應擔負的社會教育使命而言，公共圖書館在提供殘障者服務上的確責無旁貸。然因視覺障礙者接受資訊的方式不同於他人，因此圖書館在提供服務時應有不同的考量與設計。據此，本文乃擬針對公共圖書館對視覺障礙者之服務進行研究。研究之目的在瞭解：0 公共圖書館推展視覺障礙者服務之原則；O 我國公共圖書館對視覺障礙者服務之現況與問題所在，並希望藉由美國之經驗，提供我國日後發展之參考。 本研究採文獻分析法與問卷調查怯。首先分從行政、技術服務、讀者服務、推廣服務、建築設計五方面闡述公共圖書館提供視覺障礙者服務之原則，與美國公共圖書館對視覺障礙者服務之概況。其次，以問卷調查國內公共圖書館推展是項服務之現況，結果顯示國內僅七所公共圖書館提供視覺障礙者服務，且大體而言，其服務尚位於起步階段。究其原因，不外是經費、人力、空間、資料不足，及視覺障礙者本身利用圖書館意願過低等問題“最後，參酌相關文獻與美國之發展經驗，建議我國公共圖書館對視覺障礙者之服務，應建立統籌單位予以規劃，並掌握各項服務原則以提昇服務品質，落實公共圖書館服務全體民眾之宗旨。 | zh_TW |
