| dc.description.abstract | 1990年兩德的統一促成了「萊比錫德意志圖書館」與「法蘭克福德意志圖書館」整合成「德意志圖書館」，以及「德意志國家圖書館」與「普魯士文化資產國家圖書館」合併為「柏林國家圖書館」，此二所圖書館同列德國國家級圖書館。本研究透過文獻分析法、歷史研究法及比較研究法，以德國統一做為時間分水嶺，分析與比較德國國家圖書館的組織、地位與功能在國家統一前後的異同，並探討兩德統一對德國國家圖書館的影響及發展。 兩德統一前，東德「萊比錫德意志圖書館」與西德「法蘭克福德意志圖書館」，以及整合後的「德意志圖書館」皆為德國中央文獻中心與法定寄存圖書館，負責典藏德文文獻、編輯德國國家書目，同時代表德國圖書館參與國際學術活動。而統一前的東柏林「德意志國家圖書館」與西柏林「普魯士文化資產國家圖書館」，以及兩德統一後的「柏林國家圖書館」，則是德國跨區域綜合學術圖書館，負責多項圖書館全國性任務，並為前「普魯士國家圖書館」之繼承者。 兩德統一前，東西德國家圖書館皆為獨立機構，各自推動館務，兩德統一後，「萊比錫德意志圖書館」與「法蘭克福德意志圖書館」同為「德意志圖書館」組織之下的平行機構，而「德意志國家圖書館」與「普魯士文化資產國家圖書館」，則更名為「柏林國家圖書館」「1號館」與「2號館」。原東德國家圖書館的組織架構隨兩德統一而解體，加上整合後的德國國家圖書館，全盤接受西德「法蘭克福德意志圖書館」與「普魯士文化資產國家圖書館」時期的組織章程與制度，並由原西德國家圖書館館長擔任新國家圖書館首任館長；除使統一後的德國國家圖書館形成重西輕東現象外，亦面臨館舍整建工程浩大、?額經費支出、館藏待組織與重整、散失舊館藏追討，以及圖書館人事異動與心理調適等問題。因此，本研究建議：改善德國國家圖書館重西輕東現象，東西兩邊國家圖書館權責應相同；東西國家圖書館工作人員應加強溝通協調，並應平等待之；加速新國家圖書館館藏重整與目錄整合進度，並妥善處理複本問題；多方協調並有計畫地執行遺失舊館藏之尋回任務，乃整合後之德國國家圖書館應努力改進的方向。 | zh_TW |
