During the past two decades, our country’s birth rate has been decreased, and the new population has decreased year by year. However, the elderly population is gradually increasing. This research is based on qualitative research, through data compilation, corporate interviews to analysis as research methods. In order to understanding the current situation of the care service industry and the demand for land utilization, this study will study the agricultural land that is not cultivated, and change the agricultural land into the elderly population care center and community care resettlement site for public policy land. Long-term policy recommendations and innovative design practices to improve the current ageing care model, thinking about increasing the amount of community-based care services to reduce the need for institutional care and reducing the burden and concern of family caregivers, It can also enhance the physical and mental health and function maintenance of the elderly, increase the second employment of the senior citizens or the career of volunteer care, thereby delaying the process of aging recession and the relative consumption of medical resources. The development strategy of farmland demand of community care for elderly care centers derived from population ageing is reflected in the development strategy.
The conclusion is that farmland utilization to introduce the concept of rural life into community care can not only delay the aging, but also reduce the economic burden of caring for the companion and the burden of social resources. Also, farmland agricultural policy can be loosened, and the rural regeneration regulations will be implemented for the elderly. Provide more suitable health care space to achieve sustainable and diverse use of agricultural land.
It is recommended that the government implement the Long-term Care Policy 2.0 and the Regulations on Rural Regeneration. The Rural Community Sustainable Project can combine community care with inter-departmental research and study, and allow agricultural land to be used in public facilities.
