國民運動中心績效評估研究-以中央對地方政府輔導之觀點

Abstract

本研究旨在探討國內各縣市政府輔導國民運動中心績效之指標，研究目的為建構地方政府輔導國民運動中心績效指標，並針對此指標計算各層級權重，作為檢視體育署國民運動中心興建計畫的政策成效，同時也給予地方政府輔導、民間廠商營運時的參考。研究方法採用文獻回顧法整理近年運動中心績效評估之相關指標，並邀請12位產官學界的專家學者，透過焦點團體法建立共識，建構地方政府輔導國民運動中心績效指標，接著以自行設計的權重調查問卷，邀請15位產官學界的專家學者填寫，以AHP法分析各層級指標的權重。 研究結論：地方政府輔導國民運動中心績效指標，共分為公共政策目標、公共關係、財務管理、營運管理、公共安全管理等5個構面，以及構面下共15個評核項目。構面的權重以公共安全管理最為重要，接著依序是營運管理、財務管理、公共關係、公共政策目標等順位。 本研究建構之地方政府輔導國民運動中心績效指標，提供一套指標系統以地方政府為評估對象， 在全國各地國民運動中心正要興起的階段，給予地方政府實質的參考，協助其更有效率的執行運動中心的輔導業務。建議未來研究可以以本研究建構的指標作延伸，並實際對地方政府進行評估，整理並比較各縣市政府輔導運動中心的狀況，統整為資料庫，有助於體育署對政策成效的檢視及政策方向調整。

This study was to explore the performance indicators of the sports centers in Taiwan. The purpose of the research was to construct the indicators of local government and calculate the weights of each level. The effectiveness was also given to the guidance of local governments and the reference of private manufacturers. The research method was to sort out relevant indexes of the evaluation of sports centers by literature review method in recent years. We invited 12 experts and scholars to establish consensus through the focus group method to construct the performance indicators of local government, and set up the weights. The questionnaires were filled in by 15 experts and scholars from the academic field. Used Analytical Hierarchy Process (AHP) method to analyze the weight of indicators from each level. Results from the research indicate: The performance indicators of local government counseling the sports center were divided into five aspects: public policy objectives, public relations, financial management, operational management, public safety management, and a total of 15 assessment items under the facets of the project. The weights of the facets were most important for public safety management, followed by the sequence of operations management, financial management, public relations, and public policy goals. This performance indicators were constructed by the guidance of the local government to the sports centers and also provided a set of indicator systems for the evaluation of local governments. The sports centers are about to rising in all parts of the country, they gave the local governments substantial references, helped them to be more efficient, and also coach them about the services. It is suggested that the future research can be extended by the indicators constructed in this study, and the actual assessment of local governments, the collation and comparison of the status of the counseling centers in each county and municipal government, and the consolidation into a database will help the Sports Department to review the effectiveness of policies.
