剖析陸資在台灣如何被視為一個安全問題：以哥本哈根學派安全化理論分析

Abstract

陸資、兩岸經貿議題在台灣無論是在社會還是在學界皆習慣性地被視為一個安全議題，然而卻鮮少有人嘗試理解，陸資、兩岸經貿議題在台灣為何被視為一個安全問題，以及它從何是開始被當成安全議題討論。有鑑於透過哥本哈根學派的安全研究可知，「安全」概念其實是由行為者主觀建構而成，同時可能存有特定的政治動機。因此，本論文嘗試藉由回顧陸資合法進入我國的歷史脈絡，理解在這段過程中，不同行為者對陸資、兩岸經貿議題的討論，同時尋找陸資、兩岸經貿如何被論述成為一個安全問題。透過研究發現，受到兩岸特殊政治關係的影響，我國因民族主義首先賦予陸資、兩岸經貿議題高度政治化的特質。隨後，則伴隨政黨政治，以及台灣認同意識型態的崛起，使陸資、兩岸經貿議題在馬英九執政時期達到安全化的高峰，即成為具普遍共識的一個安全問題。

Chinese investment and the Cross-Strait economic and trade relations are usually regarded as security issues by Taiwanese academia and society. People in Taiwan, however, barely aware the reason why have these issues been considering in this way? And when did it start to become the issues under the topic of national security? From the perspective of the Copenhagen School Securitization Theory, the concept of “Security” is built by subjective perception of actors, and could usually be interpreted with political motivations (Securitization). Therefore, the purpose of the thesis is trying to use Securitization Theory to deconstruction and to understand how Chinese investment and the Cross-Strait economic and trade relations are interpreted as security issues in Taiwan? By reviewing the historical context, author concludes that the insecurity perception from Taiwenese society is affected by the political controntation between Taiwan and China. The nationalism highly politicized the characteristics of the issues at the first place, and then securitized the issues with the rising trend of Taiwanese consciousness within the rhetoric of party politics under Ma Ying-jeou's Reign.
