摘要: | 聯合國海洋法公約自1994年生效以來,國際間競逐海洋,有效掌控管理所轄海域的趨勢發展日炙,全球各沿海國紛紛設置海域管理與執法機制。台灣四面環海,海洋事務廣泛複雜。為肆應上述趨勢發展,政府於2000年1月28 日成立行政院海岸巡防署(以下簡稱海巡署),負責我國海域管理及執法等任務。
海域執法機關執行任務,海面監控的確實有效,海洋資料庫系統的支援運用,通訊聯絡的迅捷暢通,指揮管制的靈活,對執勤成功與否有決定性的影響。本研究將檢視我國海域各目的事業主管機關,現行建置運用之海域監控與管理系統,及海洋資料庫系統。參酌全球先進海事國家發展狀況,以及相關科技創新使用情形。比較研析,擬出適合我國海域環境條件與科技發展現況的整合性系統。 近年來雲端運算正在全球蓬勃發展,雲端的應用,將促使廣大而多元的平台進步快速,成為未來具有戰略意義的關鍵資產。雲端雲算的演進,更將促使運用機構出現令人嘆為觀止的改革。為了掌握這股全球趨勢,我國海域管理及執法機關,更應及早積極的導入雲端科技,整合執行「雲端海巡」改造作業。本論文將提出「海巡雲」規劃構想,包括其架構、平台以及軟體的建構。同時探討「雲端海巡」改造,對我國海域管理與執法的策略意涵;包括有利於海疆主權及資源維護,大幅提升海域管理執行能力,促進海洋科研蓬勃發展,節省人力物力,建立單一窗口接軌國際,提昇我國海洋科技水準等。 政府組織再造後,海洋事務委員會是一個統合協調海洋事務的機關,應乘此契機,著手整合治絲益棼的海洋科技及資料庫,集中資源與力量急起直追,以趕上先進海事國家之發展。 Since the United Nations convention on Law of the Sea came into effect in 1994, the competition for the ocean between international and effective control management under the jurisdiction of water development has been increasingly aggressive. Coastal States around the world have set up a sea area management and enforcement mechanisms one after another. Taiwan is surrounded by the sea maritime affairs, which is large and complex. In response to this reality, Coast Guard Administration (CGA) in Taiwan was established on January 28, 2000. The main responsibility of the Coast Guard Administration is sea area management and law enforcement tasks etc. Marine law enforcement agencies must execute tasks based on sea monitoring. According to the information gathered from sea monitoring, there is indeed a positive effect in the use of the Marine database system in deciding which tasks need to be executed. The system demonstrates quick and unimpeded communications, as well as flexible command and control about decisive decisions on success or failure. This study will examine each area of the industry regarding the current build in marine monitoring and management system, as well as in the marine database system. The international maritime states development situation is well understood by Canzhuo. Including this development, many related scientific and technological innovated use of research in developing other suitable marine environment conditions, and technological developed integrated systems are too, well understood. The cloud computing is an emerging technology in recent years. The application of the cloud computing will lead to the vast and diverse platform for rapid progress become the key assets of strategic significance in the future. Cloud computing will lead to the use of institutions appear amazing reform. In order to grasp this global trend our maritime law enforcement authority should be early and active import of the technology and integrated implementation of the reconstruction work of the 'cloud computing Coast Guard”. This paper will put forward the planning concept of the 'Coast Guard cloud”; Include the construction of its infrastructure platform and software. At the same time will explore the strategies meaning to the 'cloud computing Coast Guard”; Including the territorial seas of sovereignty and resource Protection, Significantly enhance the ability to execute maritime law enforcement, promotion of marine scientific research to flourish, savings in manpower and material resources, create a single window integration of international, and enhancing our marine science and technology standards. After government reorganization “Ocean Affairs Council” is an integrated coordination of ocean affairs organs. We should take this opportunity to proceed with marine science and technology and database integration. Concentrate resources and strength to catch up the development of advanced maritime countries. |
