驗收缺失之研究-以高科技廠房潔淨室工程為例

Abstract

工程從規劃、設計、發包及施工完成，乃至營運管理，係於有限資源下完成，該完成物具備唯一及獨特性，不易複製，建設期間能否如質、如期及如預算完成，完成後又能否依規劃當初所確認的需求發揮功效，確需專家共同努力，始得完成。一個高科技廠房新建工程，從無到有，從荒地到產品的產出，以一個12吋晶圓廠從規劃設計、發包、興建、驗收到運轉合理的時間約需二年，根據在台灣已有多年且足夠的經驗，可將建廠時程縮短為12個月，無非是採用「同步建造」將設計、發包與興建同時執行，來加速完成廠房的興建。高科技廠房潔淨室工程，面對廠房建廠時程的壓縮、快捷要徑施工法等策略，邊施工邊設計、邊修改邊施工，忽略了設計與施工的程序，所引起的排程不合理、設計不周詳、試車調整沒落實等種種維持工程品質的困難，導致工程品質的不堪，往往是驗收缺失無法收拾。本研究即是針對驗收缺失之研究，目的是探討驗收缺失之型態及原因，並進一步探求預防之措施。

The study is for the defect of acceptance, the purpose is to study the types and causes of the acceptance of defect, and futher study prevention measures.
