邁向頂尖大學計畫與研究成果關係之探討:”以台灣大學生物相關領域為例 ”

Abstract

為了提升台灣高等教育的品質，教育部於2005年啟動「五年5五百億邁向頂尖大學計畫」，分成兩期進行推動，第一期為95年至99年(即2006年至2010年)，第二期是100年至104年(2011年至2015年)，台灣各大專院校紛紛透過競爭性經費的挹注，提供大學提升基礎設施，增聘國外優秀教師及國際學術合作的參與，以達成提升教學、研究水準及產學績效，確實能夠和國外一流大學互相匹敵。因此本研究探討國立台灣大學生物相關領域的學院之專任教師，在獲得教育部的計畫補助後和教師之研究成果是否有差異。 本研究特別針對國立台灣大學各學院中與生物領域相關的四個學院，生物資源暨農學院、公共衛生學院、生命科學學院、醫學院之專任師資作為研究對象。探討2001年至2005年和2006年至2010年邁向頂尖大學計畫執行前後5年，各系所專任教師研究成果的研究分析。研究成果以2001至2005年和2006至2010年前後五年間每一位專任教師每論文著述為SCI或者SSCI期刊者且列為第一作者或通訊作者之平均篇數的差異。資料蒐集期間為2011年11月至2012年3月自國科會網站和web of science資料庫查詢。其他考慮變數為性別、評鑑等級、級別、年資組別和升等關係組別。 分析結果顯示，研究成果生物相關領域四個學院之全體專任教師於第一期五年五百億邁向頂尖計畫啟動前後，平均SSCI或SSCI篇數從2001年至2005年的1.21篇增加至2006年至2010年的1.79篇，五年五百億前後五年平均篇數差異為0.58篇；95%信賴區間為[0.47,0.68]，P值<.0001，呈現統計上的顯著差異。 因此五年五百億計畫的經費補助對於研究成果的表現有良好的提升。在級別(P-value=0.004)和升等關係(P-value=0.0001)這兩方面，組間均達到統計上的顯著差異，顯示學校在升等制度上對於研究成果表現有一定的鼓勵作用。 關鍵詞:五年五百億邁向頂尖大學計畫、科學引文索引資料庫(SCI)、社會科學引文索引資料庫(SSCI)、研究成果表現

To upleft Taiwan the quality of higher education and research level, Ministry of Education of Taiwan in 2005 year initialed 'Five-year 50 Billions towards the Top University Program'. The program is structured into two phases；the first phase is from 2006 to 2010 and the second phase is from 2011 to 2015. Through competitive review process , various universities in Taiwan where funded to upgrade infrastructure and to recruit foreign outstanding faculty in order to raise the performance on teaching , research , and industry cooperation and to compete with top universities in the world. The objective of the thesis is to investigate the difference on research performance between the 5-year period (2001-2005) before initiation of the program and the 5-year period (2006-2010) after the start of the program at the National Taiwan University. This study is focused on the biological fields at the National Taiwan University which include college of biological resources and agriculture, college of public health, college of biological sciences, college of medicine. The performance measure is the average papers per faculty per year during each period. We only consider the paper published in the SCI or SSCI journals for which faculty is either the first author or the corresponding author. We also compare the performance by college, gender, rank , employment duration, and promotion. The average papers per faculty per year increase from 1.21 during the period of from 2001 to 2005 to 1.79 during the period from 2006 to 2010. The mean difference in average paper per faculty per year is 0.58, and 95% confidence interval is [0.47,0.68], with the corresponding p-value<.0001. Our results indicate that the 'Five-year Fifty Billions Program” improves the research performance in the biological fields at the National Taiwan University.
