dc.description.abstract | 本文之研究範圍為食品安全管理,並不包含食品安全風險的評估及食品安全標準的設定,研究目的在透過文獻分析法、深度訪談法與內容分析法,對食品安全之管理為運作現況的了解,並分析新聞報導及其與運作現況之差異,輔以管制政治理論,期能對日常所接觸的食品安全管理相關新聞之特性有所了解,並了解政府的管理作為與為管制理論之印證。
研究發現:一、運作現況存有一些問題於政府單位面、業者面以及民眾面;二、屬於受矚目度高的事件比較容易被報導;三、新聞報導與政府的運作現況存有一些異同。 首先在運作現況上,政府單位面有地方政府衛生局人力及預算不足、府際關係協調問題以及對於非預期之非法添加物,政府很難在使用初期檢驗出來的問題;業者面有中小企業對於食品安全的威脅很大,且不易解決、業者自主管理的意願不高;民眾面則有民眾很難正確衡量食品安全管理之績效和民眾消費習慣與資訊的不足。 其次,新聞分析結果則顯示新聞報導在特定事件、節日、產品、被管制者、不合格率及不符規定原因的時候,所關注的焦點符合一般消費者的消費習性,並接近民眾之消費場所,印證Gormley理論所稱媒體將主要報導受矚目程度高,而複雜度不一定的內容。 至於新聞報導與運作現況的差異,在報導食品安全新聞的重要節日、產品、發布者、移轉管轄者、接受移轉管轄者及發生地等並無太大差異;但在特定事件、被查驗的對象,以及關於合格產品的報導上,則有所差異。 最後,針對研究發現,本研究認為於改善運作現況上,政府單位面可運用多樣方式增加食品安全管理的經費及人力、增進府際關係的協調,以及設法偵測非法的化學物質與提高其刑罰;業者面則可以公私協力對於中小企業為溝通與有效處罰、公私協力共同增進業者為自主管理意願;民眾面則需要政府主動揭露資訊於民眾並宣導觀念,以及民眾理性消費共同杜絕黑心食品。而對於新聞報導與運作現況有所差異上,政府則可強調自身的主動性揭露,了解媒體生態,並善用科技發達與智慧型手機的普及化,盡可能弭平與新聞報導間不同之差距。 | zh_TW |
dc.description.abstract | The scope of this study focuses on food safety enforcement, excluding the food safety risk assessment and the setting of food safety standards. The aim of the study is to figure out the practice of the food safety enforcement, to analyze the features of news reports, and to compare the differences in news and the practice of what government does through the political theory of regulation and the theory of news value. This helps us understand the features of day-to-day news reports about the food safety enforcement, the practice of government enforcement in food safety, and confirm the political theory of regulation.
The study finds that there are actually some problems which refer to government, industry and people in practice, a high degree of salient contents are easily reported, as well as there are some similarities and differences in news reports and the practice of what government does. At last, the study also considers some suggestions. | en |
