摘要: | 有鑒於人口結構改變帶來勞動力供給的問題,「活躍老化」首先在歐盟國家提出,在此概念的引導下,有別過往多將中高齡(55-64歲)、高齡(65歲以上)人口視為需受工作年齡人口扶養的群體,而是轉向強調老年人口(55歲以上)對於國家社會經濟亦存在著各種層面的支持與貢獻能力,並希望整體社會可以朝向促進老年世代與年輕世代雙向理解的「世代團結」目標邁進。歐盟執委會2011年以活躍老化為出發,針對15歲以上的民眾進行調查,結合問卷與訪談,希望瞭解不同年齡族群對於55歲以上老年人口之社會重要性的看法,以及探索老年人口持續參與勞動市場的意願,其中亦包括去瞭解老年時所可能偏好的工作形式。本研究參考該份歐盟民意調查問卷,聚焦雙北市55-64歲中高齡者為研究對象,藉由與歐盟結果比較,試圖凸顯、瞭解本研究受訪者如何詮釋中高齡者「角色重要性」、「工作意願」與「偏好工作形式」。 本研究主要發現有三:第一,55-64歲中高齡者角色重要性,歐盟對55歲以上老年人口的社會參與期待是以「家庭」角色為重,本研究受訪者則多認為「經濟」是最能體現中高齡族群貢獻的領域,並期望社會能多給與就業、創業、消費面向上的參與機會;第二,工作意願方面,歐盟受訪者在符合可請領退休金條件的情境下,多半不願再繼續工作,然而雙北市受訪者則表示即便符合請領全額退休金的條件,仍有繼續工作的主觀意願;第三,偏好工作形式方面,歐盟的研究結果較支持「部分工時」的彈性工作形式,尤其是晚年必須肩負家庭照顧責任者,而在雙北市受訪者的反應上,「照護責任的承擔」被認為是極可能導致中高齡者提前退休的原因之一,但特別的是雙北市受訪者傾向以「永久性部分工時」的工作形式,支撐其在參與勞動時扮演家庭照護者一職,如果不考量照護責任的情況,雙北市受訪者則多偏好以「永久性全時」的工作形式來延續勞動參與。 Active aging emphasizes that older people (aged 55 and above) have various levels of support and contribution to the country's society and economy instead of those who rely entirely on the working-age population. In 2012, Eurobarometer published a survey on “Active Ageing”, which includes an analysis of the views of European citizens (aged 15 and above) on the social role of older people (aged 55 and above), the willingness to continue to participate in the labor market in old age (55 and above), and the work type that may be preferred in old age. Referring to the Eurobarometer questionnaire, this study surveyed the middle-aged people (aged 55-64) in Taipei and New Taipei City and focused on the respondents' views on the “Social Role”, “Willingness to Work” and “Work Type Preference”. The main findings of this study are three: First, while EU respondents expect older people to play a more positive role in their families, the respondents in this study believe that the economy is the role-playing field that best reflects the contribution of middle-aged people; Secondly, while EU respondents are most reluctant to continue working once they meet the conditions for pensions, however, most of the respondents in this study are willing to continue working even if they meet the conditions for requesting a full pension; Thirdly, while EU respondents have a higher degree of acceptance of part-time work, especially those who are responsible for family care, respondents in this study preferr to continue their labor participation in a permanent full-time type of work it not considering their care responsibilities. |
