摘要: | 十八世紀工業革命以來,以二氧化碳為主的人為溫室氣體濃度大幅提高,導致溫室效應的產生,現今如何落實溫室氣體減量工作、減緩溫室效應實為一重要課題。
世界各國為減少溫室氣體所訂定了各種國際公約,對國際間各產業經營策略、減碳思維帶來影響,而我國亦於2015年訂定《溫室氣體減量及管理法》,除了有避免國內產業遭到國貿抵制及促使國內產業升級的好處外,當然也對國內高耗能及高排碳的產業(如:鋼鐵業等)帶來嚴峻考驗。 在此同時,運用生命週期思維來分析產品應用時所產生減碳效益的外部減碳思維應運而生,外部減碳係考量一產業產品之應用,對於整體生命週期帶來影響所產生的減碳效益;文獻顯示探討一產業產品的外部減碳有諸多用途,因此本研究以鋼鐵業為例,採用生命週期思維探討鋼鐵業產品是否具外部減碳效益,再透過文獻分析法來綜合評析外部減碳與現行《溫室氣體減量及管理法》之關係與應用,做為未來政府單位研擬減碳政策配套措施之參考。 本研究案例結果顯示,鋼鐵業產品-耐震鋼於使用階段可以帶來可觀的外部減碳效益,也證實鋼鐵業具有外部減碳存在;經過綜合評析與比較後,認為外部減碳與我國《溫室氣體減量及管理法》應可結合應用如下: 一、 符合國家減緩溫室效應政策原則,創造實質減碳效益。 二、作為鼓勵產業生產具外部減碳效益產品之補貼及獎勵。 三、可預防並解決總量管制與排放交易產生之問題,收持續減碳之效。 Since the Industrial Revolution in 18th century, the concentration of Green House Gasses mainly constituted of CO2 has risen drastically, causing the Green House Effect. Today, it is of the utmost importance to work on how to reduce the Green House Gases, and to slow down the Green House Effect. Countries around the world have signed all kinds of international treaties to reduce Green House Gasses, and such treaties have affected all industries in their strategies and carbon reduction thinking. Our country has announced Green House Gas Reduction and Management Act in 2015. Besides the benefits of avoiding local industries being boycotted by international trades and encouraging the industries to upgrade, it also brings serious trials to local industries that have high energy consumption and high carbon emissions (such as steel industry, etc.). At the same time, the enabled emission reduction thinking takes place, using life cycle thinking to analyze the carbon reduction effects of product applications. Enabled emission reduction is to consider the product of an industry in its applications, and the carbon reduction effect it would bring through the whole life cycle. As other documents have shown that enabled emission reduction of an industry’s product has many purposes. Thus, this study will take steel industry as an example, using life cycle thinking to discuss whether the products of such industry have enabled emission reduction efficiency, and via document analysis to evaluate and review the relations and applications between enabled emission reduction and Green House Gas Reduction and Management Act, hoping that such study can be a reference for the government in making future carbon reduction policies. The result of this study has shown that the steel industry product – seismic steel can bring a considerable enabled emission reduction efficiency in the application phase. It also proves that steel industry does exist enabled emission reduction. Through an overall analysis and comparison, it is safe to say that enabled emission reduction and our country’s Green House Gas Reduction and Management Act can be united into these purposes: A. To follow the principles of National Green House Effect Reduction, and create actual carbon reduction efficiency. B. To encourage industries producing enabled emission reduction products, and provide them with subsidies and rewards. C. To prevent and solve the problems of cap and trade, and benefit from persistent carbon reduction. |
