BOT誘因與機制設計之初步研究

Abstract

本研究以個案分析藉由興建-營運-移轉模式執行公共工程確實較能使參與的各方利害關係人產生誘因相容，達成三贏局面。政府能提供優質公共服務，企業能獲取合理報酬率，人民得以使用優質的公共服務。 希望藉由本論文的整理與歸納，首先，讀者可以了解BOT誘因與機制設計優劣與否。再者，參與各方利害關係人可能因現階段BOT誘因或機制設計的漏洞，引發怎樣的投機誘因，投機行為對不同利害關係人的影響何在。本研究串連前述投機行為，模擬出變質BOT流程。最後，針對個案誘因及機制設計的缺點，建議改善方向，期能使BOT更加健全。

This thesis generalizes that the model of BOT could give participated stakeholders more compatible incentives to deliver public service and increase the quality of life.

First, from this thesis, readers can understand the incentives and mechanism design of BOT can deliver public service and increase the quality of life. Second, how do participated stakeholders could use the flaws of BOT for profits . If we may integrate speculative behaviors, we cloud discover souring BOT. Finally, this thesis also suggests the improvements of BOT in order to make it better.
