dc.description.abstract | 過去農業供應鏈研究主要偏重於當前產銷系統的分析,即討論廠商間之物流、金流及資訊流等,對於廠商間之關係,侷限於理論的探討,實務面之供應鏈建立討論較少。台灣農業當下面臨產品品牌化、標準化、規格化及條碼化、食品衛生安全、規模不經濟以及交易成本等方面的問題,本文依據國外學者Maloni 及 Benton (1997)、Ronald (1985)、Alam (1996)等人提出之供應鏈效益得知,台灣農業所面臨問題將因供應鏈體系之建立而易獲得解決,故本文企圖藉由組織經濟學觀念分析,在何種情況下農業供應鏈得以建立,及其運行順利的原因。
分析中得知,供應鏈的建立要成功,首要考慮效率邊界劃分,農民團體於供應鏈前端負責生產,因單一農民在市場上從事交易的成本較高,透過合作組織的交易成本則較低,故由生產者共同組成合作社或農會;且農產品生產需要投入專注的人力,由公司經營易產生代理人問題,農民自行經營,因農民就是老闆,不會有代理人問題產生。後端運銷、加工至銷售由大公司整合,因農產品常面臨價格不穩定、運銷價差偏高、運銷損耗率較大等交易不確定性問題,由一公司整合執行,能解決傳統運銷面臨的問題;且公司化經營對市場上資訊取得、契約談判與監督執行能力皆較佳,故由後端制訂制度,前端再加以配合,如此規格化、標準化與品牌化皆可達成。惟台灣農業乃屬弱勢,農民合作社、產銷班的組成仍要有政府支持,但並非干預,以免妨礙契約自由,產生產權重分配的結果。再者,因供應鏈是契約的聯結體,故契約內容格外重要,於契約中增加防衛措施,能減少道德危機,可透過風險共擔、利益均沾的方式訂立契約,或藉由彼此間信任關係的建立與維繫。一個穩定的契約,其價格形成方式必須是雙方認可且合理的,如此方能使契約穩定持久,目前農產品價格形成,因考慮農民為弱勢團體,採用成本報價方式,市場報價無法確實實施,此種不合理現象,使得市場機能無法正常運作,建議能採用市場報價方式。 | zh_TW |
