摘要: | 政府自88年起推動統包制度,國內學者多從契約條文、統包團隊素質、施工管理績效等層面探討其履約執行成效,研究案例多屬一案一統包之範疇。因89年間,空軍首先將多處機場跑道整建採統包方式執行,其工地多達九處,且分散全國各地,亦包括本島與外島,惟履約成效未如預期,故引發本研之動機。本研究目的,主要探討多處工地對統包制度履約成效的影響程度並建立對策以供未來業界執行類案之參考。
本研究以文獻回顧、案例分析、軍方內部訪談及問卷調查等,了解多處機場工址對統包工程履約成效之關鍵影響因素,並透過李克特式問卷量表之設計與調查,探討其影響程度。另研析多處機場跑道工程採統包制度執行之適用性,並建立多處工地採統包執行之招標決策評估流程,以作為未來空軍制定發包策略時之準據。 本研究發現,在多處機場跑道工程之履約影響因素中,多處工地一案統包,在設計與施工整合管理上,增加了設計圖審耗時、各處機場需求及工期整合及施工人、機、料調度等風險,且工地分散,在設計階段,導致統包商執行業主需求調查與設計圖審時程不易掌握,在施工階段,面對眾多各機場施工管理介面,工期與預算掌控難以控制,故對其履約成效有高度影響,另「統包團隊素質」與「業主專業度」影響程度次之;且經過本研究結果,空軍跑道工程常屬多處工地一案發包,故不適用統包制度 “Design-Build” Policy has been developed in Taiwan since 1999. Most of the academics are researching on the relationships among contracts, team-work professions, and management and executive results. Mostly, focus on the “One D/B Contract for One Construction Site“. Around year 2000, the ROCAF (Republic of China Air Force) had awarded the first D/B contract for nine different Air Bases which scattered around the island. However, the contract was not been executed as expectation. The purpose of this research is figure out what are the influence factors for contract execution via “One D/B Contract for Muti-Site Construction“, as a referable materials for the construction industry. In order to figure out the influence factors between D/B for worksites and contract performance, this research has been relied on thesis studies, expert interview, and the “Likert-type-Scale” questionnaire, verify the amount of worksites which is applicable for D/B construction or not, and make process of strategy for construction bidding. It is found in this research that the most important influence factors for D/B projects are integration of design and construction. Combining several worksites in a single D/B projects have resulted in the high risk of integrating human resource, equipment, and material etc... In the phase of design, contractor spend a lot of time to clearly define owner needs, in the construction phase, the management for construction interface become harder, the budget and construction schedule can be easily out of control. It is concluded in this research that the runway construction is not appropriate for D/B, especially when several worksites are combined in a single project. |
