我國公費留學政策執行成效之研究

Abstract

我國爲建構國家高等人力資源、提昇國際競爭力及永保國家競爭發展，教育部長期執行公費留學之政策。公費留學政策之演變包括：留學生數量層次的擴充、留學類別、學門以及研究領域實質內容的變革。本研究主要在探討公費留學政策之執行，是否符合政策之預期目標。 本研究透過回應性政策評估的途徑，採取深度訪談的方法，蒐集相關政策利害關係人的看法與意見，瞭解不同研究領域、背景變項的公費返國留學生對現行我國公費留學政策執行評估及影響等看法。研究結果發現：（1）公費生的錄取數量，應該再增加。（2）公費留學選考多為冷門領域為主，這部分是有達成政策當初預期的目標。（3）公費生回國後的就職是否與出國留學所學相關，這部分因教育部沒有後續追蹤，影響政策目標的達成。（4）政策設計的妥善性同樣影響政策目標的達成。（5）政策執行人力、執行經費普遍不足。（6）教育部公費留學政策的行銷、宣傳，亦不夠充足。（7）大多數的受訪公費生，對於國家公費留學政策培育人才抱持肯定及正面的態度，而且對於帶給自己人生的影響也是積極正向的，惟對於政策目標的達成與政策執行力仍有加強改進空間。

This study reviews the effectiveness of policy implementation of sending students to study abroad by the government. The findings include: (1) the program should be enlarged to cover more diversified fields；(2) most specialties for overseas studies were neglected fields in Taiwan and should be encouraged through public overseas scholarship；(3)there is no follow-up research by the Ministry of Education on the consistency of post-study employment and fields of study of the sponsored students；(4) adequacy of the policy design is critical to the policy goal achieved；(5)manpower and budget for the policy implementation is inadequate；(6) the marketing for the overseas study policy is inadequate and (7) most of the interviewed overseas students are satisfied with the policy implementation.
