| dc.description.abstract | 本文參考David Easton的政治系統論，將我國國際宣傳中的兩岸關係以政治共同體、政治體制、權威當局、決策過程、以及政策與治理能力五個層次分析，選定的文本則是行政院新聞局發行的英文年鑑兩岸關係章。
觀察五十餘年的文本後，發現各層次的演變如下： 一、 政治共同體：論述出「一個政治實體、我方當家作主」演變為「兩個政治實體、不做任何預設」的過程。論述的角度，可主要分為批判中共建立的政權毫無正當性以及自主性兩種。未有變化的部分則是年鑑長年來均強調我方主權獨立，對岸治權始終未及。 二、 政治體制：配合政治共同體各階段定位的變化，我國國際文宣對兩岸政治體制的描述由強調對岸實施共產制度之惡，轉為發揚我方施行民主之善。五十餘年來未變的部分則是我國對國際強調兩岸之間在意識型態上有所不同，因而發展出不同的政治體制。 三、 權威當局：我國國際文宣於蔣中正與蔣經國時期，對中共領導集團的批判最多，在此同時，卻鮮少提及我方的領導階層；到了李登輝與陳水扁時期，不再提中共領導集團的內鬥，漸以我方領導人有關兩岸政策的重要言論取代。但兩岸無論各自換了幾位領導人、制定了多少條文或設置了如何有效的對口機構，兩岸的領導人仍是主導兩岸關係的焦點人物。 四、 決策過程：我國國際文宣只有在蔣中正時期對中共的決策過程做紮實的批判，指稱中共將決策過程當作黨機器內部控管的一環。從英文年鑑的兩岸關係章節內容中，看不出對岸的決策過程對兩岸關係有直接影響，對我方決策過程的說明則是付之闕如。 五、 政策與治理能力：批判的重點由早期質疑中共不會治理或政策錯誤造成人民痛苦，漸轉為強調中共對我方的不友善；數十年來未變的部分則是中共對區域安全的威脅。我國國際宣傳早期並不習慣向國際解釋我方對兩岸的施政細節，主力放在批判中共。但後冷戰時期的領導者面對兩岸交流之後的千頭萬緒，已漸習於向國際解釋我方政策的執行原因與情況。 | zh_TW |
