dc.description.abstract | 全球溫室氣體排放量有不斷增加的趨勢,而溫室氣體所造成的氣候變動問題,近年十分來受到世界各國的重視。在國際方面,聯合國之氣候變動綱要公約(The Framework Convention on Climate Change,UNFCCC)已經在1994年生效成為國際法,是為近年來全球為達成溫室氣體減量的主要法源依據。而UNFCCC各會員國代表於1997年12月在日本京都舉行聯合國氣候變動綱要公約第三次締約國大會,通過具有約束力的京都議定書,規定已開發國家應首先負起未來溫室氣體減量之責任,並於該議定書中,明確規定各已開發國家溫室氣體排放量削減之目標水準,以及達成目標水準的實施期程。該議定書在2004年7月29日俄羅斯國會正式批准京都議定書後,正式開始實施。京都議定書的實施,是世界首次針對溫室氣體排放量,作出明確的限制與規範。
我國現階段雖然未加入UNFCCC,京都議定書也未對我國溫室氣體排放進行規範,以我國2002年之每人排放水準而言,已高於許多先進國家,此種情形是否足以表示我國溫室氣體排放問題嚴重。我國自1990-2002年間之溫室氣體排放增加比例為99.19%,世界其他國家之排放變化與我國之情形有何異同,是相當值得分析與探討的重點。本研究即欲針對跨國間排放量變化情形進行比較分析,探討我國溫室氣體排放問題嚴重與否。除此之外,本研究亦從各方面探討我國溫室氣體排放之原因,以分析影響我國溫室氣體排放之關鍵。並參考世界主要國家溫室氣體減量措施,分析減量政策在我國實施應注意的重點。 透過本研究之分析,發現我國1990-2002溫室氣體總排放量變化、每人平均排放量變化明顯高於其他已開發國家,而1990-2002每單位GDP之溫室氣體排放變化,我國呈現上升趨勢,韓國與我國之排放量變化情形十分類似,而與其他先進國家的下降趨勢有明顯不同。本研究透過回歸分析發現,我國現階段溫室氣體排放呈現上升之趨勢,是未達到一定經濟水準前之正常現象,而我國溫室氣體排放問題明顯並未較其他先進國家嚴重。而與各國排放情形之比較分析中由我國溫室氣體排放原因分析中,本研究發現影響我國溫室氣體排放之主因為二級產業之排放,以及我國能源使用結構偏向含碳量較高的能源組成所導致。最後本研究探討借鏡世界主要國家之減量措施包括環境稅制、排放權交易以及利用森林吸存進行減量,結果發現以環境稅制進行減量將可以針對我國總排放量70%以上「能源使用」排放進行減量,且本研究建議應採取以含碳率為稅率基準之「碳稅」課徵 ,並可對溫室氣體排放量較低的能源使用給予稅率減免之優惠,促使我國能源結構之改善。而碳排放權交易之探討,本研究認為國內之環境背景尚未齊備,尤其應首先建立有效與具公信力之國內排放量監測機制,才有可能進行碳排放權之交易。而以森林吸存進行溫室氣體減量之做法,國內1990年後之造林成果能提供之減量成效僅3.67百萬公噸,但若以我國全國之森林資源吸存量來看,我國森林每年能提供之碳吸存效果,仍可提供相當20.45百萬公噸之吸存量,可見森林資源在我國溫室氣體減量中仍扮演重要地位。 | zh_TW |
